I remember these public phones what every investor said not to be profitable, but it does even just created and tehse mobile operator recgnise now that africa investment create more profit than elsewhere, because it is more than needed by local people. It just needs institutional regulations and creative innovations to give more access and collect more fundings. New institutional functions need to be implemented to permit private sector investing in infrastructure and so free some pulic finance in some social services. well, public and private sectors are hand-to-hand in creating new infrastructures leadind to development.
