The need to create a level playing field is very noble and will yield great results for all concerned if there is a conscious effort by citizens to hold leaders accountable for development promises and to ensure that more marginalized areas are not left behind once projects begin. As mention above, supervision is very important and the central government still has an important role to play to minimize cases of "now you are on you won" mentality that may lead to little or no progress as a result of increased competition.
