In addition to facilitating tourism and business travel, improved and harmonized air transport policies would help the landlocked countries to increase their exports of goods, in particular exports of the goods which firms located in any country, landlocked or coastal, have to export by air (cut flowers is a good example). It is also true however that transportation by air is typically much more expensive than transportation by sea - so if you could only transport by air what your competitors transport by sea, this still leaves you at serious disadvantage.
