I strongly think there must be more public spending on sanitation to scale up latrine coverage along with awareness campaigns and hygiene education in formal and informal settings (like the lake shores where one can fail to get any toilet as folks do it in the waters). The idea of private spending on toilet facilities can only work if the incomes of the people in rural areas have improved A number of innovative toilets have been tried and tested with varying results in the Lake Victoria region for example ECOSAN, VIP toilets that can be assessed against sustainability, cost effectiveness, social acceptability etc. This is a valuable starting point for intervening rather than have a mindset on flush toilets per se.
