David - This is really important research, that shows we need to define the "technology" of production very broadly. It also raises lots of interesting follow-on small firms respond as well to management training? how about firms in service industries or non-manufacturing industries? Perhaps, most importantly, what are the implications for policy and Bank operations? Should government subsidize management training in some way? If so, how to decide which firms are eligible? Or should support be limited to improving business schools and fostering spillovers from MNCs? Anyway, great to have some empirical findings in this area. Here's some encouragement to push further.
