The story behind Georgia's E-Procurement success

Public procurement is at the core of how government conducts its business. As such, reforming procurement systems can prove transformational for development in any country.
 
In Georgia, the introduction of e-procurement (Ge-GP) is a good example of how strong political will and commitment can be critical in the context of reforming public procurement. Within a year, the State Procurement Agency of Georgia (SPA) designed, developed, and tested an e-procurement system, and eventually moved to the mandatory use of e-Procurement, fully replacing paper-based tenders.  

Why do sanitation campaigns fail?

The study finds that the govt’s rural sanitation programme, implemented by NGOs, was unable to reduce exposure to faecal matter.

A recently published Lancet paper looks at the impact of the erstwhile Total Sanitation Campaign in the coastal Puri district in Odisha. The study finds that the government’s rural sanitation programme, implemented by NGOs and community-based organisations, was unable to reduce exposure to faecal matter. As a result, this sanitation programme had no impact on the incidence of diarrhoea and malnutrition. The authors of the paper conclude that in order to realise concrete and sustainable health benefits, sanitation programmes need to increase both the coverage and use of toilets, as well as improved hygienic practices.

No one denies the importance of good sanitation and the impact it has on human health. It must follow therefore that the lack of positive impact is down to poor implementation of the sanitation programme in the study area. In fact, a process evaluation of the programme concludes that the implementation was far from perfect, both in terms of the levels of coverage achieved and the levels of awareness. Over an implementation period of 13 months (January 2011—January 2012), the villages where the programme was implemented saw an increase in toilet coverage from 9% to 63%, but only 38% of the households had a functional toilet. It would have been interesting to learn more about the gap between toilet construction and usage (25 percentage points). In any case, the state of implementation, the authors point out, is typical of the prevalent Total Sanitation Campaign across the country.

What’s the best way to advertise healthcare options to young people in the United States?  Have the President make fun of himself for a BuzzFeed video, of course.

U.S. President Barack Obama’s flagship initiative, the Affordable Care Act (Obamacare), increases the quality and affordability of health insurance by expanding public and private insurance coverage.  Each year, the insurance market is opened up for a few months so people can sign up for coverage or change the coverage selections they previously made.  With time running out in this year’s enrollment period, Obama turned to BuzzFeed to help spread the word.

The result was a 2-minute video titled “Things Everyone Does But Doesn’t Talk About,” in which the President uses a selfie stick in the White House library, makes funny faces in the mirror, and practices lines from a speech. “February 15th. February 15th,” he repeats, adding, “in many cases you can get health insurance for less than $100 a month. Just go to Healthcare.gov.”

Islamic sukuk: A promising form of finance for green infrastructure projects

Three trends in the  global financial market are converging to make sukuk, the Islamic financial instrument most similar to a conventional bond, a potentially viable form of finance for green investments: (1) banks are reluctant to finance infrastructure due to stricter capital requirements; (2) an increasing number of investors are interested in ‘environmentally sustainable investing’ (in other words, investing to promote activities seen as positive for the environment); and (3) the market for sukuk  is growing significantly. While these three trends are distinct and not obviously related, taken together, they create a market opportunity for sukuk to be used as a tool to finance environmentally sustainable infrastructure projects.
 
The need for significant infrastructure spending is obvious in both developed and developing countries. From crumbling transportation infrastructure in the United States to inadequate power generation capacity in India, the evidence is clear that improving infrastructure is a global priority. At the same time, popular concern about climate change and the detrimental impact of increasing greenhouse gas emissions has also made improving infrastructure in an environmentally sustainable manner a priority.

Second generation (2G) liquid biofuels are seen as a promising future technology for meeting global energy demand in the transportation sector, which is currently dominated by fuels derived from crude oil. Life cycle analyses demonstrate that 2G biofuels offset considerably more carbon emissions than corn based ethanol, and environmental advocates see them as a way of reducing the global carbon footprint, especially in the aviation sector, where low carbon alternatives to biofuels do not yet exist.

How opinion leaders view the role of governance in development

Every year World Bank Group conducts country opinion surveys (COS) to better understand how its work is being perceived on the ground. These surveys help World Bank Group improve its operations, results, and bolster its engagement with countries.
 
These surveys also allow the Bank Group to get a sense of development priorities, and what kind of projects people think can contribute to poverty reduction and shared prosperity. We looked at these surveys to see how survey respondents view governance’s role in reducing poverty and whether they view governance as a development priority.
 
Survey respondents are opinion leaders who typically come from national and local governments, media, academia, the private sector and civil society. They are also from multilateral/bilateral agencies.
 
As you can see in the maps below, for example, in the 2014 survey, in Zimbabwe, 40% of respondents believed governance should be the top development priority and 34% of them believed that governance is the top contributor to poverty reduction.

After completing a course on becoming a beautician from the Ahsania Mission Training Center, Sonia Akter wondered how she would use her newfound skills to find employment. I accepted the offer and currently earning BDT 6,000 a month. “

Sonia is not alone. Out of the 2,000 job seekers who submitted their CVs, employers committed to hire an astounding 1,220 employees. Nazma Akter joined at Maroof Tailors & Cloth Store as a tailor, Md. Junayed Islam joined Voice Mail Mobile as a cell phone service technician, Pulok Roy joined Sigma Digital Electronics as an electrician, with each of them are earning currently around BDT 7,000 per month!

Career development is not just about what someone knows. It is also about how they sell their knowledge and skills to the job market and opportunities to engage with potential employers. Realizing the changing job market and help graduates seek competitive jobs matching their skills and interest – Skills and Training Enhancement Project (STEP) is organizing job fairs to boost the Technical and Vocational Education and Training (TVET) in Bangladesh.

A sizeable gap still exists between the employers’ requirement and the curriculum of the vocational training institutions in Bangladesh.The STEP project aims to provide linkages between the job market demand and student’s skill set. Many students who completed short-training courses or job seeking graduates benefited by communicating directly with the employers at the fair. Through job fairs, STEP has promoted the relationship between the job seekers and potential employers and helped them to understand the market demand and supply of the required knowledge and skills.
