On a Friday evening last November, twelve mayors from nearby districts gathered at the municipal office building in Tarapoto, Peru. Even though the rainy season was just ramping-up in this lush tropical area of the country, local roads were already being washed away. These mayors were eagerly planning for the local Provincial Road Institute to use their tractors to protect their roads to counter the negative effects of the rain.
One of them cried out, “How will my people bring grapes and coffee to local markets without good roads? Our products are going to rot and my people are going to suffer.”
A five hours’ drive south of Lima lays the coastal provinces of Chincha. If one heads inland into the deserted mountains that are typical of costal Peru, one would be surprised to find agriculture blanketing the valley floor. For centuries local communities in these rugged terrains have been using water from small meandering streams to grow maize, and eke out a living by selling surpluses at nearby markets. However, in recent years the growth of industrial agriculture has squeezed these communities, making it hard for them to survive in these ancestral lands, forcing many of them to move to nearby cities such as Chincha Alta.

Together with the World Bank, Chile's Unit of Smart Cities in its Ministry of Transport and Telecommunications has been working with Concepción to create a vision for techonology solutions that will help build the Gran Concepción of 2025. Having looked at some of the ways in which corruption damages the social and institutional fabric of a country, we now turn to reform options open to governments to reduce corruption and mitigate its effects. Rose-Ackerman (1998) recommends a two-pronged strategy aimed at increasing the benefits of being honest and the costs of being corrupt, a sensible combination of reward and punishment as the driving force of reforms. This is a vast subject. We discuss below six complementary approaches.
“Maybe in the Middle East … but in our part of the world, there is no gender inequity.” As an Egyptian, I wasn’t surprised to hear such assertions from colleagues when I arrived in the Eastern Europe and Central Asia region to deliver a program aimed at creating opportunities for women in the private sector. With its socialist legacy, the region prided itself on gender equality. Women were historically well-represented in the state-run economic systems. I looked at legal frameworks and the Women, Business and the Law indicators and found little evidence of discrimination. Laws on the books were overwhelmingly gender-neutral. I was puzzled.
Then I studied data from the World Bank’s Enterprise Surveys: Women’s rates of participation in the private sector told a different story. Women’s status seemed to be collapsing with the state systems and falling as markets started opening. For instance, now, only 36% of firms in the region are owned by women; that is a lower percentage than in East Asia (60%) and Latin America and the Caribbean (40%). Only 19% of companies in Eastern Europe and Central Asia have female top managers, compared to 30% in East Asia and 21% in Latin America and the Caribbean.
So I faced the daunting task of delivering a gender program in a region where few believe that there are gender issues to address.

In the 1980s, Chile's educational system underwent a major overhaul that included decentralizing administrative powers and the creation of a three-tiered school system. We spoke with Sergio Urzúa (University of Maryland) about a new study published by him, Dante Contreras (University of Chile), and Jorge Rodríguez (University of Chicago), which suggests that the three-tiered school system, along with other educational reforms, aren't helping to reduce income equality.

"This meeting is going to be different.
