On April 22 and April 29, 2016 representatives from Cote d’Ivoire, Ghana, Kenya, Liberia, Malawi, Sierre Leone, South Africa, and Tanzania came together in a virtual South-South Knowledge exchange hosted by the World Bank in collaboration with the Open Government Partnership to discuss an issue of mounting concern: managing records and information to support open government. These countries – committed to the goal of open government, and a number with new right to information laws and open data initiatives - were motivated by increasing recognition that their commitments to make information open cannot be fully realized until they increase their capacity to manage records and information, especially the growing amount of information in digital form.
I have worked on public procurement and governance for most of my life. But I have never been more excited to finally have a solution at hand that has potential to change the legacy of opaqueness, fraud and lack of effectiveness in public contracting in many African countries.
Africa still need billions in investments to build infrastructure and provide quality services to its citizens, many of them vital: health care centers, food for school children, water services and road to help farmers market their produce. Investments as part of the Sustainable Development Goals in infrastructure alone carries a price tag nearly $100 billion a year. Unfortunately, like in many countries around the world, public contracting in Africa has been characterized by poor planning, corruption in picking contractors and suppliers and contracts are poorly managed.
But the good news is that this is changing. The series of blogs I’m kicking off will highlight the shifting of the norm towards open contracting in Africa.
These women never had the opportunity to attend school. But now aged between 40 and 50 years old, they found themselves with a new task. They received training and were tasked with installing and maintaining solar lighting systems in their villages.

What would be a game-changer for achieving some of the world’s most difficult goals — such as ending poverty and hunger and making sure every child gets a quality education?
Billionaire philanthropist Bill Gates came to the World Bank Group Spring Meetings to answer that question in a thought-provoking conversation about how to finance development for greater impact.
While countries around the world reap the benefits of an expanding digital environment, development challenges persist, adversely impacting low-income countries from achieving that same rate of growth.
The 2016 World Development Report (PDF) recently highlighted these findings in addition to three factors that contribute to a government’s responsiveness towards these digital changes.
According to the report, public services tend to be more amenable to improvements through digital technologies if the proposed system allows for fluid feedback, a replicable development process, and an outcome that can be easily measured and identified.
In recent years, growing evidence supports the value of cash transfers. Research demonstrates that cash transfers lead to productive investments (in Kenya, Tanzania, and Zambia), that they improve human capital investments for children (in Burkina Faso, Tanzania, Lesotho, Zambia, and Malawi), and that they don’t get spent on alcohol (all over the world).
At the same time, the vast majority of governments invest large sums in training programs, whether business training for entrepreneurs or vocational training for youth, with the goal of helping to increase incomes and opportunities.
At this year’s Investing in African Mining Indaba in Cape Town, South Africa, leaders are not hiding their concerns about the commodities downturn.
Government representatives express their frustration for not having benefited enough during the boom. Policymakers lament the lack of planning that has left their countries with no cushion in their budgets, and companies are looking to cut costs so they can weather the storm. And most importantly, communities are feeling the economic impact as mines purchase less local supplies, generate fewer jobs and halt some operations.
Not only are things slowing down, but it seems a golden opportunity has passed us by. Fatima Denton, Director of the United Nations Economic Commission for Africa, highlighted that Africa is less industrialized today than it was in 1990. After the minerals super cycle of 2000-2013, the percentage of manufacturing of African economies actually declined from 12% to 11%.
Most African countries have realized the importance of private investment and are experimenting with private sector partnerships for the construction, maintenance, and/or operation of capital intensive projects. Where they have succeeded, as with Ghana’s e-government public-private partnership (PPP), results benefit the entire society.
In April 2010, the Government of Ghana signed a public-private partnership (PPP) contract to reengineer business registration processes, deploy state-of-the-art application software and hardware, and employ best-in-class solutions for the Ghana Revenue Authority and the Registrar General’s Office. This was part of a broader program to achieve greater efficiency, transparency, and effectiveness in the delivery of selected government services using information and communications technology (ICT).
I have vivid memories of my first trip to Ghana. It was in July 2006 and I was in the country to do a research on Ghanaian farmers. It was in Accra, where I watched my team, Italy, win the FIFA World Cup final against France. Other than being a lucky charm to me, I thought Accra was a nice and safe town but,I felt that it had the potential to grow.
When I came back seven years later, I was pleasantly surprised by the changes. The city was dotted with new buildings, new roads, and had a really buoyant atmosphere. Of course, Accra is not representative of the whole country, but according to a recent report that Pierella Paci and I presented in October, growth and poverty reduction have been widespread in the country.
Now you may ask as to how Ghana was able to achieve this. In our report, Poverty Reduction in Ghana: Progress and Challenges, we show that sustained and , from 52.6% to 21.4% between 1991 and 2012.( Note: For comparing 1991 and 2012 poverty rates for both absolute and extreme poverty, the study used the 1999 poverty line. Official poverty rates use the new poverty line re-based in 2013.) The impact of rapid growth on poverty has been far stronger in Ghana than elsewhere in Sub-Saharan Africa. Indeed, until 2005 — far above the Sub-Saharan average of 1.6%.
