Young people struggle to find jobs. Landing that first job is particularly challenging even for youth with quality education. In 2016, 100 young women under 25 in the Gjakova and Lipjan municipalities in Kosovo were seeking their first opportunity after completing university-level education. They enrolled in the World Bank’s Women in Online Work (WoW) pilot, a training program that aims to equip beneficiaries with the skills they need to find work in the online freelancing market. Within three months of graduation, WoW’s online workers were earning twice the average national hourly wage in Kosovo. Some graduates even went on start their own ventures and hire other young women to work with them.
Socioemotional skills (also referred to as non-cognitive skills, character skills, or soft skills) have recently become part of the discourse on how to improve educational outcomes. There is growing evidence that those skills may be as important as intelligence in determining academic and professional success. There is already some evidence indicating that socioemotional skills can be encouraged.

That's why the United Nations theme for International Youth Day this year focuses on “Safe Spaces for Youth.” These are spaces where young people can safely engage in governance issues, participate in sports and other leisure activities, interact virtually with anyone in the world, and find a haven, especially for the most vulnerable.

Across the disaster risk management community, there is growing recognition that protecting cultural heritage is fundamental to urban resilience. Traditional knowledge embedded in cultural heritage, such as historical evacuation routes or shelters, can help societies cope with natural hazards. Moreover, when these hazards disrupt cultural heritage sites, such as museums, monuments and places of worship, they often cause irreparable damage to people’s cultures, identities and livelihoods.
A case in point is last year’s devastating earthquake in central Mexico, which damaged over 1,500 historic buildings, including the 250-year-old Church of Santa Prisca, one of the country’s grandest and most beloved churches. Mexico is one of a number of countries that have undertaken major efforts to protect cultural heritage sites, including through its Plan Verde, which works to reduce seismic and other disaster risks in Mexico City’s historic center.
On the sidelines of the 2018 Understanding Risk Forum, which was aptly held in Mexico City, Giovanni Boccardi, Chief of the Emergency Preparedness and Response Unit for the Culture Sector of UNESCO, made the case that much more needs to be done to put cultural heritage front and center in the disaster risk management agenda.
Why digitize public procurement?
Many countries have an opportunity to digitally transform public procurement systems to achieve enhanced efficiency, accountability, transparency, and participation of small and medium enterprises (SMEs). Digitally transforming public procurement would also accelerate national development objectives, such as enhancing public service delivery, developing human capital and the private sector, and gender empowerment.
It is well established in the economic literature that it’s the rich who benefit from the lion’s share of energy subsidies. Yet, it is often the poor and vulnerable who protest loudly against these reforms. Why does this happen? What are we missing?

Dan (Rogger): “Well, typically frontier papers in the field don’t frame their work as ‘modeling the system’ [which do?] However, Martin Williams at the Blavatnik School of Government hosted a conference last week on ‘Systems of Public Service Delivery in Developing Countries’ that directly aims to discuss how research can take into account the systemic elements of governance.
The North Atlantic hurricane season officially opens June 1, and there are predictions that storms this year could be worse than average again. That would be bad since last year was the costliest year on record for coastal storms. Communities and countries across the Caribbean and SE USA were particularly hard hit. The need for resilient solutions to reduce these risks is paramount.
Nonetheless it has been difficult to convince most governments and businesses (e.g., insurance, hotels) to invest in these natural defenses in the absence of rigorous valuations of these benefits.
So in 2016 The Nature Conservancy teamed with the World Bank and scientists from the public, private and academic sectors to identify how to rigorously value the flood protection benefits from coastal habitats. In short, we recommended that we value this ecosystem service by adopting tools and from the engineering, risk and insurance sectors and following an Expected Damage Function (EDF) approach. This approach assesses the difference in flooding and flood damages with and without coastal habitats such as mangroves across the entire storm frequency distribution (e.g., 1-in-10, -25 and -100 year storms).
However, after promoting cleaner buses in Mexico for five years, we have seen firsthand that financial incentives alone are not enough. Specifically, there are three main obstacles that impede the expansion of cleaner bus fleets, and should be addressed appropriately.
New technologies and risk aversion
In general, private bus operators tend to be very risk averse when it comes to experimenting with new vehicle technologies. This is not exactly surprising: according to our own calculations from different projects in Latin America, variables related to vehicle performance—like fuel and maintenance—make up over 2/3 of costs over the life cycle of a conventional diesel bus. In that context, operators who are not familiar with the performance of new vehicle technologies can understandably perceive the transition to a cleaner fleet as a huge financial gamble.
What do Yucatan (Mexico), Michoacan (Mexico), Karur (India), and Jan Kempdorp (South Africa) have in common? These are all places with successful stories of implementing Anaerobic Digestion (AD) for wastewater treatment. But what is AD? What are the benefits?
AD systems are installed for many different purposes, such as a waste treatment step, a means to reduce odours, a source of additional revenues, or a way to improve public image. The AD treats water and waste, reducing adverse environmental impacts. Through AD, two main by-products can be obtained: biogas—that can be used as a fuel, and sludge—that can be used as a soil amender for improve crops. These AD “by-products” are important in the context of mitigating the impacts of climate change, where environmental co-benefits come from efficient use of “by-products”. For instance, livestock enteric fermentation, livestock waste management, rice cultivation, and agricultural waste burning are all sources of methane emissions, representing between 7 and 10 percent of global methane emissions. AD not only treats water through an environmentally sustainable approach, but also contributes to produce high rates of methane for recovery and further utilization.
