Mobile Phones Dominate in South Africa

Africa is in the midst of a technological revolution, and nothing illustrates that fact than the proliferation of mobile phones. Consider this: more Africans have access to mobile phones than to clean drinking water. In South Africa, the continent’s strongest economy, mobile phone use has gone from 17 percent of adults in 2000 to 76 percent in 2010. Today, more South Africans – 29 million – use mobile phones than radio (28 million), TV (27 million) or personal computers (6 million). Only 5 million South Africans use landline phones.  READ MORE

"To kick off the discussion around the new guide, we hosted a panel discussion at Johns Hopkins’ School of Advanced International Studies, where FrontlineSMS’ Sean McDonald joined Jon Gosier of metaLayer, Development Seed’s Paul Goodman, and Internews Vice President for New Media Kathleen Reen, who moderated the event. This research effort, based on FrontlineSMS user input and research by Kristina Lugo and Carol Waters, focused not on mobile system security, a critical issue better addressed by others, but more on the ways that contextualized program design and implementation can improve data quality and reduce user risk. Above all, we learned through the process, context is key. Understanding the needs and norms of the target population, and the goals of the project itself, is vital in determining the proper tools and approach to designing a FrontlineSMS workflow that can achieve those goals." Informal ‘jitney’ associations transcend their warload past to become shareholders in South Africa’s first-ever Bus Rapid Transit (BRT) system

JOHANNESBURG – Waiting, waiting, without facilities, still waiting, crammed, hemmed in, no brakes, no license, angry club-wielding drivers fighting for the most lucrative routes.  Weaving haphazardly through traffic at often frightening speeds. .. Scrabbling for the right coins, late, confusion, music that leaves your ears ringing, fists, bullets, escape... The stories travellers tell of their minibus taxi adventures.

Bus Rapit Transit in JohannesburgThis sort of  informal, unscheduled and unregulated taxi system still exists in most of Johannesburg.

But the 25km link between the central business district and Soweto with its 1.4 million residents is now plied by sleek red buses travelling on time and on schedule. Three years ago, the government launched Rea Vaya (“we are going”), South Africa’s first bus rapid transit system (BRT).  Rea Vaya has replaced the ramshackle minibuses with modern vehicles and an entirely different, formal operating system.

When democracy and inequality collide

I voted in South Africa’s founding democratic election in 1994, but it was via an absentee ballot cast in downtown D.C. Last month, when voters came out on May 18th to elect their local governments, it was the first time I had actually been in the country for an election. Turnout was high – upwards of 70% in some of the more hotly contested municipalities.

Education as liberation

Education has long been a focal point of struggle in South Africa: the 1976 Soweto uprising, which set in motion the chain of events that resulted in the end of apartheid, was led by schoolchildren. In the 1980s, the contribution of youngsters to the liberation struggle took a starker turn: ‘No Education before Liberation’ became the watchword of many.

CommGAP Launches "Accountability Through Public Opinion"

CommGAP is delighted to announce the publication of its third edited volume, "Accountability Through Public Opinion: From Inertia to Public Action." The book is edited by CommGAP's Program Head Sina Odugbemi and Taeku Lee, Professor of Political Science and Law at the University of California, Berkeley. Authors from development practice and academia discuss in 28 chapters how citizens can hold their governments accountable, and how genuine demand for accountability can be created.

The idea for the book was born at a CommGAP workshop in 2007 in Paris on "Generating Genuine Demand with Social Accountability Mechanisms." A few years later, we proudly present a compilation of essays that are relevant for current events in the Middle East and in North Africa as much as for any efforts to strengthen citizen's agency vis a vis their governments.

New data posted – household surveys for Burkina Faso, Kenya, Nigeria, Senegal, South Africa, and Uganda

As part of the Africa Migration Project, we conducted six Migration and Remittances Household Surveys in Burkina Faso, Kenya, Nigeria, Senegal, South Africa, and Uganda. The surveys used a standardized methodology developed by the Migration and Remittances Unit of the World Bank and were conducted by primarily country-based researchers and institutions during 2009 and 2010.

E-Reading in Africa

Back in 2008, a World Bank study on Textbooks and School Library Provision in Secondary Education in Sub-Saharan Africa [pdf] noted that "There is little or no evidence in any of the 19 countries reviewed of any systematic approach to, or consideration of, the full range of secondary textbook cost reduction strategies", adding that "Only 1 out of 19 countries studied (Botswana) had adequate textbook provision at close to a 1:1 ratio for all subjects and all grades."

In other words: There aren't enough textbooks for most students in Africa, and what is available is too expensive.

A number of groups are looking at this reality and wondering if the use of inexpensive e-book readers may be able to help.  One such group at the World Bank is exploring an e-book pilot initiative in Nigeria (which has been examined previously on the EduTech blog). This pilot is looking at what it might take to deliver textbooks in digital formats for reading by secondary school students on dedicated e-readers, and what might happen as a result.  It is not just looking at the use of official textbooks, however.  The project team is also seeking to investigate the potential impact on educational achievement of making small libraries of digital books available to students on e-readers.  In doing so, it is intrigued by studies such as Family scholarly culture and educational success: Books and schooling in 27 nations, which found that
