Will cash replace staff?

As a corollary to the push for ‘cash transfers’, the role of development workers has come under scrutiny. Last year, evidence from a couple of projects made this point quite strongly.

First, Chris Blattman, who based his argument on a review of the ultra-poor evaluations as well as his own research on ‘cash plus training’ intervention in Uganda:

The biggest expense across all the programs was staff time. Especially for supervision. Delivering training and cows takes skilled labor, and it’s hard to cut this back. But supervision? … should it cost 50 or 60 percent of the program? Is it more valuable than the cow or the grant itself? It’s hard to believe.

We tried to test this with cash-plus program in Uganda. Supervising the women cost about $377, about half the cost of the program and 2.5 times as much as the grant itself…

…and found that the supervision helped the women maintain the new businesses they started, but there was virtually no effect on consumption. We have no idea whether the supervision helps another year down the road. Maybe, eventually, it pays for itself. But the simple fact is this: taking away the most expensive part of the program had little effect on benefits after a whole year.

And Howard White made a similar point, reflecting on the evidence from Community Driven Development (CDD) projects:

In many CDD projects, the decision-making and application process is facilitated by outsiders. A chunk of project resources are used not for funding things communities want, but paying NGOs to train communities in how to hold meetings and help communities decide on what they want.

Now, facilitation may be useful. It can help ensure that the voices of the marginalised are heard, that poorer communities without the skills and connections get to apply and develop skills in project management. But I do wonder if communities that already have community-level decision-making bodies need outsiders to help them hold meetings and to decide their priority needs.

On one hand, Chris is saying supervision and monitoring isn’t worth the money, and on the other, Howard is saying the same might not even be good development strategy.

MOOC? Engaging citizens: A game changer for development?

MOOC posterOften it is the simple things that make major impacts, and engaging citizens for better development results is a very simple concept. However, at a time when participatory approaches such as crowdsourcing, feedback, transparency and citizen engagement are increasingly popular and seemingly effective, we are bound to ask if engaging citizens does in fact improve development results.  As simple as the concept of citizen engagement is, designing and implementing successful citizen engagement approaches and interventions in practice is especially complex.

Is citizen engagement a game changer for development? The World Bank, in partnership with London School of Economics (LSE), Oversees Development Institute (ODI), Participedia and CIVICUS, explores this question in a free 5-week course on Citizen Engagement, hosted by the World Bank Group Open Learning Campus, envisioned as a single destination for development learning.  

The course provides a holistic overview of citizen engagement through interactive videos, resources, and activities. It explores underlying theories and concepts of citizen engagement, examines the role it can play in improving policymaking and public service delivery, and investigates the impact of new technologies, particularly in developing countries.

Seize the space! Reclaiming streets for people

Increasing numbers of citizens all over the world are demanding that urban planners and political authorities in their cities “get it right” when designing public urban spaces. People living in cities, both in developed and developing countries are reclaiming streets as public spaces, demanding urban planners to re-design streets to ensure a more equitable distribution of these public spaces, and prioritizing the allocation of streets for people to walk, cycle and socialize. This was the central topic discussed last week at the “Future of Places” conference in Buenos Aires, Argentina.
 
How do we contribute to a more equitable society by building more equitable cities?  In an increasingly urbanized world, urban mobility is central to citizens’ social and economic wellbeing. However, current urban transportation systems – based primarily on the movement of private motorized vehicles – have prioritized road space and operational design of streets for automobiles over other modes of transport, which has caused many social, environmental and economic consequences, therefore reducing urban livability and equitable access.
 
The values of urbanity and mobility are being rethought all over the world, and Latin American cities are no exception to this questioning of how cities are to be developed today. One of the answers to sustainability issues lies in the concept of proximity, which combines different dimensions of the urban proposals that the 21st century requires. These dimensions include public health – particularly the fight against sedentary habits – as well as density, compactness, closeness, resilience, and livability of the public space. These all point to a new urban paradigm that all creative cities wish to adopt in order to attract the knowledge economy and guarantee social cohesion.

Pursuing job creation, citizen engagement and government efficiency through ICTs in Nigeria

Nations cannot be competitive, innovate and generate tomorrow’s jobs without technology and digitally literate citizens. Similarly, organizations like the World Bank cannot achieve their objectives without fully utilizing the power and potential of technology. Here at the World Bank, we’re striving to reduce the extreme poverty rate to no more than three percent and boost income growth of the world's poorest 40 percent by 2030. These goals cannot be achieved without fully embracing the transformative powers of technology and innovation.  

Nigeria is home to Africa’s largest population (approximately 174.5 million) and the continent’s biggest economy (more than $500 billion in annual GDP). It is also the center for a wide range of Information and Communication Technology (ICT) activities, from policy to practice – many of which are supported by the World Bank.

Since the establishment of the Ministry of Communication Technology in 2011, the Nigerian government has made notable progress in advancing its ICT agenda. The government has catalyzed significant efforts in the area of policy and regulation, with an ICT Policy developed in 2012, a National Broadband Development Plan developed in 2013 and an e-Government Strategy now in the works.

It was a sunny, hot Saturday afternoon and I mingled with farmers, community leaders, coffee producers and handicrafts entrepreneurs who had traveled from all parts of Bolivia to gather at the main square of Cliza, a rural town outside of Cochabamba. The place was packed and a sense of excitement and high expectations was unfolding. It was to be anything but an ordinary market day.
   
Thousands of people had been selected from more than 700 rural communities to showcase their products and they were waiting for a special moment. President Evo Morales, Nemesia Achocallo, Minister for Rural Development, Viviana Caro, Minister for Development Planning, and World Bank President Jim Yong Kim, on his first official visit to Bolivia, would soon be meeting them.  

While waiting among them, I felt their excitement, listened to their life stories and was humbled by the high expectations they had in their government, their leaders and the international community to support them in reaching their aspirations for a better future for their families and communities. From many I heard the need to improve the well-being of their families and communities and their goal of “Vivir Bien!”
