Thailand after the floods: When communities own their change

In 2011, Thailand suffered the worst floods in half a century. The flood crisis impacted more than 13 million people. About 97,000 houses were damaged and entire villages and cities were under water for months.

Three years later, Thailand has been able to deal with the worst of the impacts but some of the poorest households are still struggling to recover. We visited 10 affected communities in Ayutthaya and Nakhon Sawan as part of the supervision of the Community-based Livelihood Support for Urban Poor Project (SUP). We could still see the water marks on their walls, damaged ceilings, and wobbly structures. The unrepaired houses stuck out but just as striking was the strong sense of community in the area. We were reminded that villagers came together to overcome the worst natural disaster most of them ever witnessed in their lives.

The flooding led to better disaster risk management in the neighborhoods  that are most at risk. Local governments have taken the lead. But the disaster has also, just as importantly, mobilized ordinary citizens in some of the most deprived communities. Here are some of their stories:

My previous TechTank post described the expanding reach of technology and, consequentially, the growing availability of information in Africa, Latin America and elsewhere in less developed countries. Rather than speak of failed states I refer to “areas of limited statehood.” An area of limited statehood involves several possible dimensions of failed service delivery, or an inability to enforce binding rules with legitimate use of force. A slum, for example, even in the heart of a nation’s capital, if it is devoid of public goods like sanitation, security, or even basic infrastructure, is an area of limited statehood. So, too, would vast stretches of rural countryside beyond the reach of the administrative capacity of the national government. The Eastern DR Congo fits this pattern. In this post, I offer examples of the use of technology that at least partially address governance shortfalls in areas of limited statehood. Put another way, I describe how technologies are used to provide for public goods, such as security, sanitation, drinkable water, and economic opportunity.

The habits and behaviors that define a culture are complex and fascinating. But measuring them is a difficult task. What’s more, understanding the way cultures change from one part of the world to another is a task laden with challenges. The gold standard in this area of science is known as the World Values Survey, a global network of social scientists studying values and their impact on social and political life. Between 1981 and 2008, this survey conducted over 250,000 interviews in 87 societies. That’s a significant amount of data and the work has continued since then. This work is hugely valuable but it is also challenging, time-consuming and expensive.

It will soon be nearly four years since then San Francisco mayor, Gavin Newsom visited Twitter headquarters.  He told Biz Stone (one of the Twitter founders) about how someone from the city had sent him a Twitter message about a pothole.  A discussion about "how we can get Twitter to be involved in advancing, streamlining, and supporting the governance of cities," led to the creation of @SF311 on Twitter that would allow live reporting by citizens of service needs, feedback, and other communication.  Perhaps the most innovative aspect at that time was that citizens would be able to communicate directly and transparently with the Government.  San Francisco was the first US city to roll out a major service such as this on Twitter.

Twitter offers several advantages over phonecalls or written requests made by citizens, some of which I have mentioned before:

Thailand: taking the first step for a green Chiang Mai

Everyone who travels to Thailand will want to have Chiang Mai on their list. It’s an old city which reflects the lovely northern Thai culture and has a lot of significant history behind it. My wife and I spent our first anniversary there because it’s very nice and peaceful. Chiang Mai is a place where Thais often go to recharge and take advantage of the slower pace of life. I have started recently travelling to Chiang Mai more often for work, but even that is also pleasurable.

 

 

Chiang Mai has grown so much, and so fast. We see more and more cars in the city center. The traffic jams are becoming problematic and the public transportation issue remains an unsolved problem. To help, the World Bank is supporting the Chiang Mai Municipality's vision of promoting “green mobility” with help from the Global Environment Facility (GEF). It is a small pilot project that supports non-motorized transport, such as walking and bicycling, by improving city center's walk path and bicycle lanes in the city center.

Champions of risk management

The declaration, in 1979, of the worldwide eradication of smallpox marked a highly unusual achievement. The only human disease ever to be eradicated, the eradication of smallpox is also unusual in being an instance of successful risk management that many people have actually heard about. When it comes to risk management, there is often more attention to the failures than to the successes. While crises, crimes, disasters, and social unrest dominate the front pages, and the attention of our leaders, the champions of risk management whose foresight averts damage and destruction rarely get the credit they deserve.

That is a shame because many development problems have a basis in deficient risk management. Take poverty. While every year many families escape from poverty, others fall on hard times. Illness, for example, is a frequent cause of poverty in developing countries where most people have no health insurance and friends and family provide the only safety net. In fact, the toxic mix of high risk and inadequate risk management are implicated in a host of development problems, ranging from malnutrition, infant mortality, civil strife, crime, violence, to sclerotic private sector investment and job creation. To overcome these problems and prosper, the developing world needs champions of risk management.

Despite Vietnam’s significant economic growth in recent years, there continues to be a gap between urban and rural areas when it comes to access to clean water and hygienic sanitation facilities. Many poor households in rural areas still do not have access to clean water or to a toilet. During one of our earlier field visits for the Red River Delta Rural Water Supply and Sanitation (RRDRWASS) project which began almost 10 years ago, I was struck by what a lady from a community told me. She questioned why people in urban areas have access to good water supply and sanitation services while those in rural areas do not. She said that compared to urban residents, perhaps people in rural areas were happy with a lower level of service and that the demand for better services was simply not there.

At first I thought that she might be right but I later came to realise that this is not the case. There is demand for improved services in rural areas, and more importantly, people have a fundamental right to have access to those services.

So what are the reasons for the gap?

Traditionally, both government and the private sector have struggled to reach remote and poverty stricken parts of India, especially eastern states such as Bihar. Even social entrepreneurs and civil society organizations struggle to apply their innovations because of poor reach and lack of absorption,. However, Jeevika, a program jointly supported by Government of Bihar and the World Bank, has built a community-based institutional platform that can reach millions of poor households in Bihar. It is now offering a unique opportunity to social innovators to capitalize on the platform as well as access to financial capital providing enterprises with a chance for a leap.

Social Accountability Leads to Buses in Nepal

You might be wondering how buses and social accountability are related. In Baglung, western region of Nepal, they are not just related - one is the direct result of the other.

Nepal, with its diverse topography has amazing landscapes for tourism but when it comes to accessible roads, it is one of the rural community’s biggest concerns. In the hilly or mountainous regions, the problem is severe; the same can be said about the remote regions of Baglung where people were not getting any bus service from the centre to the upper faraway villages (up to Kalimati). As their only other option, they had jeeps (people carrier) as substitutes for public transportation.

“Now, it’s become easier for us to go to the villages as the bus is cheaper – it’s less than half the price of what we pay for jeeps. The jeeps cost us NRs. 150 to 200 (US$ 1.75 to $2.35) while the bus is just NRs. 40 (US$ 0.50). I am happy that the bus is in operation now but what is more exciting is - the bus service started as the direct result of the public hearing we had with the municipality last year,” says Pingal Khadka GC, one of the PETS members set up by Deep Jyoti Youth Club in the municipality.

Under the Program for Accountability in Nepal (PRAN), Deepjyoti Youth Club (DYC) organised one of the most effective tools of Social Accountability: a public hearing in a remote village of Baglung. The turnover of more than 2,500 people from local communities not just made an arresting sight but yielded results in less than two weeks. During the summer last year, the citizens had the opportunity to ask questions to the municipal officers and one of the concerns was the bus service. The people were promised the service to start as soon as possible and it did. The commitment of the Local Development Officer (LDO) in front of the entire community made the bus service a reality.

Donor agency X has had a long history of working in Country A. Since the 1970s, the donor agency adapted its projects to be more participatory and has never looked back. Before starting a new project in the country, a project officer from the donor agency researched into international best practices, organized consultations in the country, and put together an action plan with the indicators to measure results.  The project is now ready to be launched.

The donor agency works through a national NGO to organize the first community meeting in village B to start the project. The village is selected because it is close enough to the capital city but far away enough to be considered rural.  (It turns out that this village is often selected for pilot projects.) The community is invited to a meeting in one of the village’s schools.  On the day of the meeting, the room is filled with some familiar faces. The party leader, a local landowner, the school head teacher and even the factory boss are in attendance. The room looks fairly full, the discussion is active for the most part, and promises are made by all to keep the momentum going for the 3-year span of the project.
