What happens if you have a legal problem but you can’t afford a lawyer?

On Earth Day, April 22, history was written. World leaders from 175 parties (174 countries and the European Union) came together at the United Nations to sign the Paris Climate Change Agreement. The signing ceremony far exceeded the historical record for first-day signatures to an international agreement.
My foray into climate change in the World Bank Group started with the drought-affected regions in Andhra Pradesh, India in 2003. The WB had just started thinking about adaptation to climate change and was trying to begin a dialogue with developing countries dealing with overwhelming challenges of poverty. With my colleagues in India, we began looking at drought-proofing in Andhra Pradesh without labeling this a `climate change’ study. In many ways, this was probably the first attempt to integrate adaptation into a Bank rural poverty reduction project. Two years later, the study was well received and became the pilot for drought-adaptation, to be linked to India’s National Rural Employment Guarantee Program.
This experience served as a laboratory for us to learn lessons that have helped mould Bank’s engagement with climate change. It went on to shape the key features of the Strategic Framework on Development and Climate Change (SFDCC) that was approved a year ago. Connecting with client countries and listening to their concerns became the cornerstone for the SFDCC. The Framework was formulated through an extensive global consultation with both World Bank Group staff and external stakeholders. It was the process itself that helped build ownership for climate change work inside the Bank Group and among client countries.
The 16 Days of Activism campaign also allows us to reflect on the important role of research in activism. Without rigorous research, activism against gender-based violence may be misguided or misaligned with individual or community perceptions and needs.
What is meant by rigorous research?
Rigorous research has been defined as research that applies the appropriate research tools to investigate a set of stated objectives. While some researchers may argue that quantitative research methodologies generate more rigorous data, using this definition we can see that qualitative research methodologies can also generate rigorous data to inform programming, policy and activism.
Our project, funded by the World Bank Group and Sexual Violence Research Initiative Development Marketplace for Innovations to Prevent Gender-Based Violence, aims to do just that—generate rigorous data using qualitative research methodologies to better understand the gender, social, and cultural norms that contribute to intimate partner violence among Syrian refugees. Women and Health Alliance (WAHA) International in collaboration with academic and organizational partners in Turkey and Greece will collect data using focus group discussions and participatory action learning activities in order to inform future interventions targeting intimate partner violence among displaced populations.

The data revolution: finding the missing millions
For governments wanting to end poverty, steward sustainable environments and foster healthy, thriving populations with the opportunity to earn a decent living, many of the necessary pieces are now in place. They start from a good base. Millions of families have escaped poverty and many million more children are in schools than was the case 15 years ago. Much more is known about successful developmental pathways. And many of the world’s poorest countries are experiencing strong economic growth. But, finance aside, there is still one key element the absence of which is impeding progress: data. Governments do not adequately know their own people.
Economic Coalition of the Willing
or the past decade, a quiet experiment has been underway at the Organization for Economic Cooperation and Development (OECD), the Paris-based body composed of the United States and other advanced market democracies. Although it is often dismissed as sleepy and technocratic, the OECD has found a way to remain relevant in a quickly shifting global landscape, and other multilateral organizations would be wise to pay attention. The OECD, like numerous other international bodies, must adapt to changing geopolitical dynamics that have left new major global players outside its ranks. Its response is a so-called “key partner” initiative that allows it to engage—and seek to influence—pivotal nonmember states. This method strikes the right balance between maintaining the OECD’s symbolic role as the enforcer of Western norms and meeting its practical need to maintain a foothold on the global stage.
Confucius and JFK have one thing in common: They both produced pithy quotes about the importance of recognizing ignorance as the first step in gaining wisdom. Let’s trust their insight for a moment and presuppose that there are more things about economic development that we don’t know than we do know.
It seems that, after 50 years of the development business, economists are starting to realize the significance of this ignorance. We still build models that estimate the probability of particular outcomes and simulate entire economies to find out how a policy change or investment might wind its way through a complex market.
Linked in the distant past through colonial-era trade enterprises, Brazil and Africa are becoming close partners again. More than two centuries after establishing a slave trade route across the Atlantic, both regions are again re-engaging, this time around to exchange knowledge and potentiate economic and social development.
Sub-Saharan African countries are looking to replicate Brazil’s successes in boosting agriculture production and exports, and private investments, which have made Brazil a key economic player in the international arena.
