Happy Women’s Day, Vietnam: what are we celebrating?

This Thursday, March 8, people will be celebrating International Women’s Day all around the world. Vietnam is no exception—there will be numerous events arranged by the Government, donors, mass organizations, NGOs, colleagues, and husbands. But what are we celebrating—and how will we celebrate the event?

Last year I went to a celebration of women’s day here in Vietnam where the women’s male colleagues had written little poems about how beautiful and sexy the women looked and how the men appreciated their beauty and femininity. This was such a new and intriguing way of celebrating Women’s day to me.

Sima is a chairperson of Ghoryan Women Saffron Association. Her association was formed by the Danish Committee for Aid to Afghan Refugees (DACAAR) and received a small grant to help improve their post-harvest processing. The women purchased a saffron drier and learned post-harvest processing, including hygiene, grading, sorting, and packaging. They identified two women trainers to ensure quality control. In 2010, the association doubled saffron production, and the sales price increased by almost 110 percent. From the user fee, the women saved Af 108,700 (approximately US$ 2,100) and plan to buy another drier. “Men now make tea for their wives, when we are busy during the saffron season,” Sima says.

Why Social Norms Matter for Policy-Making on Gender

Gender equality has not been achieved yet, and progress comes at a different pace across countries and across different dimensions of gender equality. In some domains, as childcare, access to some occupations and sectors, and dimensions of agency, change has been limited or negligible. Even in the domains where improvements have been widespread, as in education, the change has not reached all groups within a population or occurred at the same pace across countries.

Why improvements have come so quickly in some domains while there has been little change in others? One possible explanation that has been recently receiving much attention among the academic community is gender roles, which are in turn the result of differences in biological responsibilities and in preferences between men and women, but also of social norms.

How to mainstream gender in transport? It should not be complicated for transport engineers

The ambiguities surrounding the interpretation of the word gender and what it means to ‘mainstream gender’ in relation to transport could prove to be a significant obstacle to those who plan and provide transport infrastructure and services, especially in developing economies.

The necessity to ensure gender equality as a primary goal in all area(s) of social and economic development was highlighted at the United Nations Fourth World Conference held in Beijing, China in 1995 and the concept of gender mainstreaming was defined by the 1997 United Nations Economic and Social Council (ECOSOC) as 'a strategy for making women's as well as men’s concerns and experiences an integral dimension of […] the policies and programs in all political, economic and societal spheres so that women and men benefit equally and inequality is not perpetuated'.

The transport sector at the World Bank has been a leader in gender mainstreaming. The transport sector, as is the case in many other aspects of cross-sectoral interventions, has been leading the way in its response to the mainstreaming effort. Significant research has been undertaken along with the delivery of successful operations to address the specific needs and constraints of men and women in transportation.

Deliberation - What?

The practice of deliberation has had its place in participatory governance, in development and other areas, for some time. What do you think of when you hear "deliberation"? Porto Alegre's participatory budgeting? India's Gram Sabhas? Parliament? America Speaks? It's all that - and so much more.

In the most common understanding, deliberation is some form of interpersonal discussion about an issue of public concern. This can range from everyday talk about political issues at, say, the kitchen table, to formalized group discussions that aim at solving a common problem. One definition comes from Delli Carpini, Cook, and Jacobs*, who state that deliberation is "the process through which deliberative democracy occurs," a "specific, important, and idealized category within the broader notion of what we call 'discursive participation'." The category is ideal because, à la Habermas, it requires a range of ideal characteristics to be truly deliberative, first and foremost openness and equality of discourse.

Beware the Context - Deliberation for Development II

Earlier this month, CommGAP hosted a conference on "Deliberation for Development: New Directions." The meeting was headed by the World Bank's Vijayendra Rao and Patrick Heller from Brown University and provided a vast and rich overview over the issue of deliberation as it concerns our work on the ground. Here's a little summary of the day, which by no means captures even a fraction of the wealth of information and knowledge that was presented, but may be an appetizer for our forthcoming book gathering all those contributions.

The first speaker, Arjun Appadurai of New York University, spoke about the importance of context: success of deliberation depends on factors outside the deliberative frame, mostly social and political power structures. Individual deliberation events may fail more often than not, especially if it's about allocating resources for the poor. However, while isolated deliberative occasions may be a failure in their own narrow context, in aggregation over time even those failures can alter those very contexts that made them fail at the outset.

Deliberation for Development

CommGAP and the World Bank Development Research Group Poverty & Inequality are hosting a conference on "Deliberation for Development: New Directions" on Friday this week. We have a number of high profile speakers and commentators lined up, who have done cutting-edge research on deliberation and how it can increase development effectiveness. The conference will be convened by the Wold Bank's Vijayendra Rao and Patrick Heller from Brown University. Arjun Appadurai (New York University) will talk about "Success and Failure in the Deliberative Democracy," Ann Swidler (Berkeley) and Susan Watkins (University if California) will discuss "Practices of Deliberation in Rural Malawi." JP Singh of Georgetown University will compare the participatory character of the WTO and UNESCO, while the World Bank's Michael Woolcock will examine the link between deliberation and the rule of law. Gianpaolo Baiocchi (Brown University) will talk about "The Global Translations of Participatory Budgeting” and Gerry Mackie (University of California) will address the educational effects of public deliberation.

Can Empowering Women Improve Climate Change Adaptation and Mitigation Outcomes in Sri Lanka?

The theme for this year’s World Bank Civil Society Fund grant competition is, “Development and Climate Change – Building Community Resilience in the Dry Zone of Sri Lanka” While specifying guidelines for the Fund, we encourage applicants to develop proposals based on their creativity. CSF supports activities that empower and enable citizens to take initiatives to influence development outcomes.

Feizal Samath’s recent article,“Children in the Coastal Town of Kalmunai.” gives a snapshot of Gender issues and Climate Change in the dry zone of Sri Lanka. The article captures the burden on women caused by water shortages, health issues due to lack of clean water, and also the need to include women in policy planning.

In a speech made by World Bank Country Director for Sri Lanka and the Maldives, Naoko Ishii on International Women’s Day 2010, the issue of Gender Equity in the Sri Lankan context was highlighted “Sri Lanka is the best performer in South Asia, when we look at indicators such as by how long women live, how educated they are and if they have a decent standard of living. However, when we measure if women in Sri Lanka have exercised those capacities in economic and political life, the picture looks very different.”

What Can be Done About Conflict in South Asia?

What can be done to reduce conflict in poor regions? A speech given by Indian Prime Minister, Dr Manmohan Singh on Internal Security and Law and Order in 2005, sums up the story of conflict and development: “…development, or rather the lack of it, often has a critical bearing, as do exploitation and iniquitous socio-political circumstances. Inadequate employment opportunities, lack of access to resources, under developed agriculture, artificially depressed wages, geographical isolation, lack of effective land reforms may all impinge significantly on the growth of extremism...Whatever be the cause, it’s difficult to deny that extremism has huge societal costs. Investments are unlikely to fructify, employment is not likely to grow and educational facilities may be impaired. Direct costs would include higher costs of infrastructure creation as contractors build "extortions" into their estimates, consumers may be hurt due to erratic supplies and artificial levies. In all, the society at large and people at large suffer. Delivery systems are often the first casualty. Schools do not run, dispensaries do not open and PDS shops remain closed.”

Reducing conflict and violence is a prerequisite to political stability, which, in turn, is the prerequisite for implementing pro growth policies. Even in a best-case scenario, the presence of low-level conflict constrains the policies governments can implement to promote growth. Policy makers in South Asia have tried various policies to reduce conflict.
