Infrastructure often makes headlines – and the sentiment is not always positive. Major projects must navigate a minefield of potential problems. One that is frequently overlooked is how the local community will react to the physical and environmental disruption that comes with major construction projects.
Achieving consensus and winning the ‘hearts and minds’ of stakeholders and affected communities for the construction of major infrastructure schemes can be challenging, but it is essential to deliver a successful project that benefits everyone in the community.
Gary Sargent, an engagement director from CJ Associates, is involved in a two-year consultation program for a major highway scheme in the United Kingdom and helped the authority design an integrated stakeholder engagement, communications and consultation strategy.
My last project in China before transferring to Europe and Central Asia in 2008 was the Yichang-Badong (Yiba) expressway. This was a US$ 2.2 billion expressway through very challenging terrain, including the ‘Three Gorges National Park’.
It was massive—as evidenced by the following:
- 172 km of expressways and 35.4 km of inter-connecting roads
- 148 bridges for a total length of 70 km
- 75 tunnels for a total length of 61 km
- 3.75 million m3 of earthworks
- US$ 12.6 million/km
The answer was quite simple. The expressway was going ahead with or without the World Bank’s involvement. The Hubei government wanted the Bank to assist them in making the project an example of how to construct an expressway through an environmentally sensitive area with minimal impacts. Management fully supported this and I was tasked with helping realize this vision, although unfortunately I was not involved with the implementation.
Bhutan has some of the most thrilling rides in the world—in the air and on the ground.
Flying into Paro Airport, the only international airport in Bhutan, is an experience like none other—its narrow runway tucked between rugged 18,000-foot peaks, high in the Himalayas. Below, the road between Thimphu, the capital, and the border city of Phuentsholing twists and turns as it navigates some of the world’s highest mountain passes, often blanketed in fog with visibility reduced to mere meters. On clear days, both offer some of the most stunning, breathtaking views you will ever see.
But stunning peaks do not make for easy trade routes, and this is a problem in Bhutan. That’s why the World Bank’s International Trade Unit teamed up with the South Asia Transport Unit to conduct a diagnostic of impediments to transport and trade facilitation in Bhutan. The diagnostic, a prelude to a potential investment operation, was based on the recently released Trade and Transport Corridor Management Toolkit.
Here is a quiz question for you: "You are driving on a highway and you suddenly realize that you just missed the intended exit ramp. What would you do?" Most people would hopefully say “Go to the next exit ramp.” However, as we recently found out, 12% of truck drivers in China said: “Back up or turn-around to the missed exit ramp.”
