Let’s work together to make land rights for women a reality

Around the world, rural women are a major provider of food and food security. The Food and Agriculture Organization of the United Nations argues that improving women’s access to productive resources (such as land) could increase agricultural output by as much as 2.5% to 4%. At the same time, women would produce 20-30% more food, and their families would enjoy better health, nutrition, and education.

But women in rural areas often face both formal and informal barriers to accessing and owning land. Today, only 30% of land rights are registered or recorded worldwide, and women are the least secure in their access to land rights, with major gaps existing between law and practice in many developing countries.

The protection of real property rights and improving the efficiency of land and property markets are key pillars in a modern, well-functioning economy. Over the last 30 years, many countries have initiated programs to issue land titles for all properties, improve the performance of land administration services, automate land information systems, and integrate them with ongoing e-government and e-service programs.

The World Bank, often with other development partners, has provided more than $1.5 billion in grants, credit and loans to more than 50 countries to support the implementation of such programs. Other bilateral and multi-lateral development partners have also provided substantial funding and technical assistance to many countries.

VGGT: The global guidelines to secure land rights for all

Ground-breaking, far-reaching global guidelines for governments to help them safeguard the rights of people to own or access land, forests, and fisheries were endorsed five years ago by the Committee on World Food Security (CFS), based at the Food and Agriculture Organization of the United Nations (FAO) in Rome.

Today, the Voluntary Guidelines on the Responsible Governance of Tenure (VGGT) are a true global norm of reference in the governance of (land) tenure. The guidelines are pioneering – outlining principles and practices that governments can refer to when making laws and administering land, fisheries, and forests rights. Ultimately, they aim to promote food security and sustainable development by improving secure access to land, fisheries, and forests, as well as protecting the rights of millions of often very poor people.

Sounds simple, maybe even jargony, but no – they are concrete, with real impacts. All of a sudden, we had an internationally negotiated soft law or a set of guidelines on (land) tenure navigating successfully through the global web of interests on land, reaching a common ground. The consensus at the CFS was further strengthened by the endorsement of the VGGT by the G20, Rio+ 20, the United Nations General Assembly, and the Francophone Assembly of Parliamentarians.

This journey started with an inclusive consultation process started by the FAO in 2009, and finalized through intergovernmental negotiations. Importantly, no interest group – governments, CSOs, academia, private sector – felt left behind, and the States were engaged in word-by-word review of the guidelines.

This can be seen in the result. The VGGT’s power stems from the consensus on its principles that States were to:
  • Recognize and respect all legitimate tenure right holders and their rights;
  • Protect tenure right holders against the arbitrary loss of their tenure rights; and that
  • Women and girls [were to] have equal tenure rights and access to land.

And the list goes on.

Punjab, Pakistan has just transformed its land record management system. What can we learn?

Land is an essential resource for sustainable development. From large cities to remote villages, land remains one of the most important assets for many people, especially the poor.

Worldwide, only 3 out of 10 people have a legally registered title to their land. Difficulties associated with land administration and registration systems, together with inequalities of land distribution and tenure insecurity, often hinder social and economic development.

In Pakistan, the province of Punjab faced such a challenge. For many rural landowners in the province, land titles weren’t easily accessible, nor were they properly managed and protected. To tackle the land administration challenge, the government of Punjab turned to an innovative solution: they used digital technology to modernize its old, inefficient paper-based land administration system.

Supported by the World Bank, the Punjab Land Records Management and Information Systems (LRMIS) project turned out to be one of the success stories for the province of Punjab. Within just five years, Punjab scanned 10 million pages of old records, digitized over 55 million landowners’ records—98% of all records—across the province, and made all rural land title information available online 24/7 for landowners.


Prior to the project, it would take up to two months to complete a land transaction in Punjab. Today, it takes a rural Punjab resident only 50 minutes to receive a digitally recorded, legally registered land title from one of the 144 newly created land record offices across all 36 districts of the province. This has helped the province of Punjab enhance the transparency of land administration while securing land rights for its people, including women farmers who were denied their land rights in the old system.

Going forward, the government of Punjab plans to expand digital land record management to its urban areas. Cities and villages alike in other countries can also learn from this successful project and innovative approach to land administration. 

Budget-strapped cities are creating financing—out of thin air

The world is urbanizing fast200,000 people are moving to cities every day in search of homes, jobs, as well as education and healthcare services for their families. Supporting this influx with proper infrastructure and services for water, sanitation, transport, and green spaces will require an estimated $1 trillion each year.
 
Given the difficulties of further increasing the tax burden or the level of public debt, it’s time for cities to think more creatively about alternative sources of funding.

Not willing to wait for their national governments to bless them with scarce infrastructure funds, innovative mayors have figured out how to squeeze a new source of urgently needed capital out of thin air, literally.

To achieve #Housing4All, don't throw the baby out with the bathwater

In a world divided over how to deal with such serious problems as terrorism, immigration, free trade, and climate change, governments agree on the urgency of solving what is arguably the biggest problem of all: supplying safe, well-located, and affordable housing for the billions of people who need it.

There is even agreement on the basic steps to that goal:  improving land management and adopting more tenure-neutral policies.

There is also consensus on the fact that government alone cannot afford to pay the bill.  According to McKinsey & Co., the annual price tag for filling the “global housing gap” ($1.6 trillion) is twice the cost of the global investments needed in public infrastructure to keep pace with GDP growth.
 
As we approach the 70th anniversary in 2018 of the declaration of housing as a “universal human right,” it’s time for governments to turn to an obvious solution for closing the housing gap that they continue to ignore only at their peril: long-term market finance. Without a substantial increase in private capital, the housing gap will continue to increase, and so will the odds of social discontent.

Agriculture: An opportunity for better jobs for Afghanistan’s youth

“I was a completely broken person before, a person who was not able to confront the hardship of life,” says Pashtuna, a 32-year-old poultry farmer who lives in the Herat province with her husband and five children.

A beneficiary of the National Horticulture and Livestock Project  she decided to attend the Farmers Field School. Upon completion of her training, she received 100 laying hens and access to equipment, feed, and animal vaccines. Pashtuna was able to maintain 80 laying hens and generated a AFN 560 income, half of which she kept to buy poultry food. “Thanks to the poultry farm and the grace of God, I can afford my life and I have a bright vision for my family future,” she says. 

Revitalizing agriculture and creating agriculture jobs is a priority for the Government of Afghanistan and the World Bank Group as the sector can play an important role in reducing poverty and sustaining inclusive growth.

Until the late 1970s, Afghanistan was one of the world’s top producer of horticultural products and supplied 20 percent of the raisins on the global market. The country held a dominant position in pistachio and dried fruit production, and exported livestock and wool products to regional markets.

Unfortunately, decades of conflict destroyed much of Afghanistan’s agricultural infrastructure. The last fifteen years, however, have witnessed positive and inspiring changes in the lives of Afghan farmers, such as Pashtuna.

While focusing on rebuilding infrastructure, reorganizing farming communities and identifying vulnerabilities and opportunities, the Ministry of Agriculture, Irrigation and Livestock (MAIL) has brought new ideas and innovations to the agriculture sector in Afghanistan.

“Over the past five years, important changes in the practice and direction of agriculture have demanded greater expectation on performance and responsiveness of our Ministry, as well as other institutions of the government,” explains Assadullah Zamir, Afghanistan’s Minister of Agriculture, Irrigation and Livestock. “And the demand by women and men farmers, who have discovered the potential of improved methods of growing fruits and vegetables and producing livestock, has been recasting the relationships between MAIL and our clients, the farmers.”

Lagging lands, violent lands

Today, over 2 billion people live in lagging and violent lands with the processes of economic isolation and violence closely linked. In Africa, close to 600 million people live within 90 minutes of violence. The issue of "lagging lands, violent lands" was examined at a World Bank seminar on April 22. The session focused on identifying options for stimulating sustainable and inclusive economic growth in lagging lands and urban spaces to bridge economic and social divisions and mitigate conflict and human vulnerability. An integrated policy framework combining the main thrusts of the World Development Report (WDR) 2009 on Reshaping Economic Geography and the WDR 2011 on Conflict, Security, and Development was at the core of diagnosing challenges and identifying solutions.

There is need for urgent action toward a global solution to leave no area behind because persistent spatial disparities in living standards can adversely affect national unity and social cohesion, foster political instability, and increase the risk of conflict. In identifying priorities, it is essential to remind ourselves that leaving no area behind is NOT equal to “doing the same everywhere.” And to advance on the lagging areas agenda, we must recognize that the heterogeneity of challenges across territories needs to be met with a heterogeneity of policy instruments. To leave no area behind, each local challenge needs to be matched with a specific set of policy instruments. Policies should seek unity, NOT uniformity.

Strengthening the link between research and policy for a combined agenda is critical. Georeferenced data provides a tremendous opportunity for analysis of risk factors. In East Africa, for example, the issue of lagging lands is addressed by work in high-risk and conflict-affected areas, by addressing the underlying drivers of vulnerability and by reducing exposure to hazards of people. In the Horn of Africa, the EU has successfully applied geographical targeting in cross-border areas across the region, collaboration across borders through specific actions, and a regional approach based on research and evidence. In Cali, Colombia, the “Territories of Inclusion and Opportunities,” a land-based strategy addressing multiple risk factors, has been a successful tool in combating poverty, exclusion and violence.

Land 2030: Land rights and inclusive sustainable growth

Increased attention and visibility of land rights issues is a testimony of their critical role for achieving economic growth in an inclusive and sustainable manner. On Friday, April 21, 2017, a panel of policymakers and representatives from development partners, civil society, and academia came together to discuss the importance of secure land rights as the basic building block for other development actions.

Land is a complex issue to manage because it cuts across so many different elements of the sustainable development agenda. Throughout the discussion panelists emphasized the importance of securing land and property rights for improving food security, reducing forced displacement, protecting landscapes, reducing carbon emissions, and empowering women.

The panelists shared the view that a lot more needs to be done if we want to improve the security of land rights on a mass scale and achieve the land-related Sustainable Development Goals (SDGs) by 2030.  It was noted that new technologies provide additional mechanisms for reaching these goals, but a thorough consideration to political economy issues is critical for success. South-South dialogues and a strong focus on capacity building were identified as key strategies to formulate simplified, innovative solutions, especially for Africa. While political will is essential, governments and the development community should partner more with the private sector in promoting awareness at the community level about the importance of secure land rights for development.

Finally, the panelists recognized that the World Bank is playing a critical role in promoting secure land rights and welcomed the proposal of creating a new global partnership – the Land 2030 Global Partnership. The Partnership seeks to raise the profile of land and poverty issues and give a boost to unblock land and property rights for the majority of the world’s population.
