Beyond the wire: connecting Tonga

Hoko (‘connect’ in Tongan) is the current buzzword on the streets of the Kingdom of Tonga.

With May 17th recognized around the world as World Telecommunication and Information Society Day, the Tongan capital Nuku’alofa is a hive of activity as telecommunications providers set up their activities to mark the day.  The billboards have gone up, teenagers have been lining up at auditions to become the new public face of the marketing campaign for Tongan internet, and the Prime Minister, Lord Sialeʻataongo Tuʻivakanō is planning a public Skype session with Tongan soldiers currently serving in Afghanistan.

If there is any year the Kingdom of Tonga would be justifiably excited about its telecomms story, 2013 is it. As one of the most remote island nations on the planet, the impending arrival of high-speed, fiber-optic broadband internet – made possible through the World Bank-supported Pacific Regional Connectivity Project, an 830km-long cable being connected between Fiji and Tonga – means that everyone is talking of hoko.

I spoke to a number of people about the experience with internet in Tonga and how broadband internet would affect their lives.

Welcoming mobile phones and internet to the Solomon Islands

Recently my 10 year old son invited me to be friends with him on Facebook. “Hi mum I’m here too, can we be friends?” was the message I got. I was shocked and worried at the same time, and my initial reaction was fear of the perceived harm social media could do to a person as young as he.
 
We finally agreed that his father would have access to his Facebook account to monitor his online activities until he reaches 18. But the moment he gets or posts something inappropriate, the deal is off. That’s a fair deal, I told myself and interacting through social media could actually enrich my son’s life.
 
What I’m going through is also experienced by other families in the Solomon Islands. It started when mobile phone technology began revolutionizing the lives of ordinary Solomon Islanders in the last five years, when the telecommunications industry was opened for competition. Previously, only business executives and senior government officials owned or had access to mobile phones – a luxury only the rich and the influential would enjoy.

Using Twitter to Run Cities Better: Governance @SF311

It will soon be nearly four years since then San Francisco mayor, Gavin Newsom visited Twitter headquarters.  He told Biz Stone (one of the Twitter founders) about how someone from the city had sent him a Twitter message about a pothole.  A discussion about "how we can get Twitter to be involved in advancing, streamlining, and supporting the governance of cities," led to the creation of @SF311 on Twitter that would allow live reporting by citizens of service needs, feedback, and other communication.  Perhaps the most innovative aspect at that time was that citizens would be able to communicate directly and transparently with the Government.  San Francisco was the first US city to roll out a major service such as this on Twitter.

Twitter offers several advantages over phonecalls or written requests made by citizens, some of which I have mentioned before:

Web 2.0 is improving governance, with or without the help of the government in question, and irrespective of whether the country is developed or not.

Throwing traditional wisdom to the winds, the Web 2.0 story is continuing to unfold in a way that was not predicted by researchers and experts of the development community and outside. Recently there have been more than a few examples related to the citizen-fueled proliferation of news, occurring independently of the Government, (and in some countries, even inspite of the opposition of the Government).

From Egypt to Syria, with the very start of the situation, social networks played a role in disseminating news across the world. Twitter, Facebook and blogs providing fascinating live coverage of the various uprisings across the world. Citizens are managing to circumvent any attempts to block Twitter, and often flood the site with their versions of the breaking stories. All major social networking tools are in full use, with Twitter leading the attack. Facebook (status updates and groups), Flickr (photographs), YouTube (videos), Blogger.com, and others communicating the ongoing events. (Of course, this is if you accept that democracy and good governance are highly correlated)

Can ICTs Advance Human Rights?

Can Information and Communication Technology (ICT) effectively promote the implementation of Human Rights? This was the topic of a thought-provoking presentation organized by the World Bank Institute (WBI) together with the Nordic Trust Fund in OPCS, which explores how a Human Rights lens could help inform Bank projects. The presentation on July 17, 2012 was based on a draft report developed as part of ICT4HR project under ICT4Gov program at WBI. Through various case studies, the draft report looks at both the opportunities and the challenges of effectively using ICT to implement human rights.

Two Guides You Must Read Before Using Mobile Technology for Behavior Change

“As the desire to utilize mobile phones in international health projects has increased in the last few years, organizations continually ask a similar question, “We want to use mobile phones. Now what?” But the decision to introduce or start a mhealth project needs to come after answering many questions before “now what?” especially when dealing with behavior change communication projects. Enter Abt Associates, FrontlineSMS, and Text to Change. Two guides have recently been released to help organizations assess whether or not mobiles are the right tool, and if they are, the process moving forward. One is from Abt Associates and is entitled mBCC Field Guide: A Resource for Developing Mobile Behavior Change Communication Programs. Addressing the Digital Divide

Perhaps the biggest challenge to harnessing technology for economic development is addressing the digital divide.  How can we do so?  This is a big question and to answer it comprehensively by looking at all the work on this area is beyond the scope of this blog. However let’s look at a few obvious ways of overcoming the digital divide:

(1) Development projects that focus on, and are relevant to the poor.  The Monitoring of Integrated Farm Household Analysis Project (IFHAP) was conducted every five years from 1996 to 2007 in the thirty-three (33) major rice- producing provinces in the Philippines.  The study noted the potential of mobile phones as key tool for information dissemination in agriculture as they are widely owned. In 2007, 90% of the farm households surveyed owned at least one mobile phone.  I agree with the authors of this study that while policy, infrastructure, and digital divide do indeed aid in assessing readiness; a social dimension is also present, which we ignore at our own peril.

Last year South Korea ranked first in global e-government ranking among all the countries in the world according to the United Nations E-Government  Survey 2010, with the US in second place.  The UN E-Government Survey provides a bi-annual assessment of national online services, telecommunication infrastructure and human capital of 192 Member States. 

  • Is South Korea’s government really making the best use of ICT for governance? 
  • Does it even make sense to measure the “level” of e-government development in a country and is it possible to do so?  
  • Are rankings preferred to “best practice cases”?  
  • Do the rankings include aspects of MDG priorities such as e-inclusion (gender equality)?  
  • Do they measure usage of technologies such as mobile technology and social media?

Lately, there has been a great deal of debate about the $500 million investment by financial giant, Goldman Sachs, and a Russian investor in the social networking site Facebook.  Sachs justified their investment by saying the company is worth $50 billion dollars.  Many financial analysts think this high dollar amount is ludicrous and unjustifiable because Facebook has not yet generated a great deal of profit.  However, the question many people are debating, and have been debating for some time, is: what is the true value of social media?

Mobile-mapping Corruption

Here's an interesting example of anti-corruption work in the mobile realm: a new application called Bribespot helps ordinary people report on instances of corruption they witness in their daily lives. According to this piece on MobileActive.org, users can download a mobile app for Android, which they can then use to submit specific instances of bribes. (Users can also submit through a website). A central office checks the submission and removes identifying information before posting to a database. According to the developers of the app, it is not intended to identify specific individuals, but rather to help visualize the extent of corruption, and to provide a basis for anti-corruption agencies and others to follow up. So far, the app is being used mainly in Lithuania and Romania.

Disaster management 2.0: scalable human connections fired by high technology

Scalability, virtual communities and Web 2.0 have changed the world of disaster response.  The most successful and disruptive inventions of modern times owe much of their success to scalability.  Although people always had the ability to read books, it was only with the invention of the printing press that it became possible for millions of people to do so.  Web 2.0 and social media make the ability to connect with people scalable.  Scalable human connections combined with open source software and platforms, and unprecedented computing power, results in human-machine synergy also being scaled up. This human-machine synergy results in disruptive technology innovations.  Such disruptive innovations have most recently been seen in the area of humanitarian support to disaster and conflict affected countries.  USB drives were an innovation that disrupted the market for floppy disks.  Although they are not likely to go the way of the floppy disk, the world of traditional disaster relief organizations with proprietary systems, closed data sets and bureaucracy have been up-ended by the disruptive human-machine synergies of Web 2.0 and crowd-sourced humanitarian volunteer organizations.

Quick.  If someone says to you: “Give me the latest ‘news’” what do you think to tell them? 

Maybe the latest from Libya or Japan or Cote d’Ivoire?  Perhaps something about the NYSE bids or the US government shutdown?  Maybe you mention India winning the Cricket World Cup or UConn taking the NCAA basketball tournament?

Well, if you are talking to a college student, you might want to think twice about what you say and how you say it.  According to a new global study just released by the International Center for Media & the Public Agenda (ICMPA) at the University of Maryland, when college students around the world talk about needing to get “news,” they don’t just want updates on world affairs, business or even sports.  “News” to students means “anything that just happened” – and students most care about “news” of their friends and family, before any “news” that might be globally momentous.
