Last week, I had the honor of receiving one of the World Bank's FY15 Big Data Innovation Challenge awards for a proposal developed with a team of researchers from within and outside of the Bank. To give you a snapshot of the project, let me recount a familiar story which you may not have thought about for a while. On December 17th, 2010, a Tunisian fruit vendor named Mohammed Bouazizi took a can of gasoline and set himself on fire in front of the local governor's office. Bouazizi’s actions resulted from having his fruit cart confiscated by local police and his frustration at not obtaining an audience with the local governor; his death sparked what we now know as the "Arab Spring." With no other means of voicing discontent and lack of trust, citizens can embrace extreme forms of protest against institutions and governments that quickly escalate.
In a sector that is scarce and expensive to begin with, corruption can mean the difference between life and death.
I recently attended the World Bank Group’s second annual Youth Summit, developed in partnership with the Office of the United Nations Secretary-General's Envoy on Youth. The event, hosted thanks to the leadership and initiative of young World Bank Group employees, focused on increasing youth engagement to end corruption and promote open and responsive governments. In the wake of the Ebola crisis, and amidst some very eager, idealist, and passionate conversations, I couldn’t help but think about the price of corruption in health.
Many have argued that decades of corruption and distrust of government left African nations prey to Ebola. Whether in Africa or any other continent, it should come as no surprise that complex, variable, and dangerously fragmented health systems can breed dishonest practices. The mysterious dance between regulators, insurers, health care providers, suppliers, and consumers obscures transparency and accountability-based imperatives. As the recent allegations about Ebola-stricken families paying bribes for falsified death certificates illustrate, when it comes to health, local corruption can have serious consequences internationally.

The Geography of Twitter: Mapping the Global Heartbeat
"My colleague Kalev Leetaru recently co-authored this comprehensive study on the various sources and accuracies of geographic information on Twitter. This is the first detailed study of its kind. The detailed analysis, which runs some 50-pages long, has important implications vis-a-vis the use of social media in emergency management and humanitarian response. Should you not have the time to analyze the comprehensive study, this blog post highlights the most important and relevant findings.
Kalev et al. analyzed 1.5 billion tweets (collected from the Twitter Decahose via GNIP) between October 23 and November 30th, 2012. This came to 14.3 billion words posted by 35% of all active users at the time. Note that 2.9% of the world’s population are active Twitter users and that 87% of all tweets ever posted since the launch of Twitter in 2006 were posted in the past 24 months alone. On average, Kalev and company found that the lowest number of tweets posted per hour is one million; the highest is 2 million. In addition, almost 50% of all tweets are posted by 5% of users.
