It takes a special type of woman to be an entrepreneur.
I didn’t quite know what to expect when, earlier this year, I met with a group of women entrepreneurs in Karachi who are participating in the World Bank Group’s womenX program. I had read a lot about the low numbers of women running businesses in Pakistan, the challenging environment they operate in, and their many constraints. But I was struck by the positivity and drive of the women I met. They shared with me how they are improving their business and financial practices, building their confidence, and expanding their networks.
Take for instance, Mussarat Ishaq, who runs Al-Karam Packages. Mussarat was a Karachi-based housewife, pregnant with her third child, when her husband divorced her. With no work experience, little education, no money and no plan, she learned the ropes of polythene production and with a business partner, started out small – purchasing the raw material from local markets, using outdated machinery to produce plastic bags, and supplying them to small businesses in their area. Today, they have purchased more sophisticated equipment and they employ 250 employees, working to provide low-cost, high-quality, reusable and environment-friendly packaging materials to Pakistani clients.
In 2014, an average of 3% of people in South Asia used a mobile phone to send or receive money. While there are still gaps between how often men and women use these services, Pakistan leads the region with 9% of men and 2% of women moving money on their mobiles. “This dengue has become a calamity,” Saad Azeem said in September 2011. He wasn’t exaggerating. Azeem, a 45 year-old police officer, was “at home suffering from the fever and mourning the death of his elderly father.”
Sadly this wasn’t the case just for Azeem. Everyone was affected in Lahore, the capital of Punjab, the most populous province of Pakistan. The fever didn’t discriminate. Dengue mosquitoes were affecting the poor and the rich, the old, and the young. Out of more than 12,000 people who were infected in Pakistan, at least 10,000 resided in Lahore.
It was a disaster.

A standard result in industrial organization is that competition increases consumer welfare by incentivizing firms to lower prices and increase quality. Yet, education may be very different since: (1) a child’s learning depends on the match between the child and the school and (2) not all children are equally responsive to their learning in a school when they make enrollment decisions. Once these conditions are explicitly modelled, under plausible assumptions, an increase in competition can lead schools to increase their focus on wealthy, high ability children at the expense of poorer children. In my job market paper, I formalize this intuition and then combine a structural model of school choice with quasi-experimental results to show that increasing competition in a schooling market increases inequality in test-score gains by 0.1 standard deviations.
