A simple technology with great impact on road safety

Most of us have probably heard about black boxes, particularly when they relate to airplane crashes. But what about black boxes for cars?

Originally, black boxes in airplanes perform routine gathering and storing of data on all airplane operations during fly time. In the event of a specific accident or crash, the log data can be analyzed to determine or clarify the causes of an incident.

A black box for cars is a video recording device with an acceleration sensor and a GPS receiver module. It can record any situation happening in front of a vehicle and store the information in the form of digital images into a built-in memory card. A vehicle’s black box is not a newly developed technology, but an application of existing video-recording technologies for the purpose of increasing road safety. This simple technology also has played a crucial role in solving or clarifying causes related to traffic crashes. Above all, the black box for vehicles has resulted in a decrease of traffic crashes, thus saving lives.

In South Korea, for example, taxi drivers first installed vehicles’ black boxes back in 2008. Since then, vehicle black boxes have been rapidly adopted by taxis throughout the country, under the sponsorship of local governments and insurance companies.

Road crashes have more impact on poverty than you probably thought

Road crashes are becoming a global health crisis and, as such, require comprehensive measures to prevent them, including a better understanding of the social impacts of road-related deaths and injuries.

Several indicators aim to illustrate the impact of traffic crashes. The most common ones are the number of fatalities and injuries.  Globally some 1.3 million people die on the road every year and up to 50 million suffer injuries. And overall economic costs of road crashes range from 2-5 percent of GDP in many countries. These economic costs provide a basis for transport safety improvement projects such as hazard location treatments, road audits, school zones and other preventive measures.

It is important, however, to turn our eyes on the impact of road crashes at the household level.  The impact on a family in losing a loved one is enormous, both in terms of emotional trauma and/or loss of income or caused disability, especially when many poor countries do not have strong enough safety nets for victims of road crashes. The impact of road crashes is less understood, and lack of strong data or evidence on these is a challenge in many countries.

If a member of a family is involved in a road crash, what kind of changes are likely to occur in that particular family? If the head of household or breadwinner is killed or severely injured, the impact to that household can be devastating. There are scarcely plausible surveys that show the effects of road crashes on households because it is presumably difficult to trace victims of road crashes.

Want Healthy, Thriving Cities? Tackle Traffic Safety First

Every year, more than 1.2 million people die in traffic crashes worldwide, equivalent to nearly eight Boeing 747 plane crashes every day. As developing economies grow and private car ownership becomes more mainstream, the number of associated crashes and fatalities will continue to rise.
 
The challenge of traffic safety often flies under the radar in cities, where the social and economic challenges of accommodating growing populations take precedent. Without meaningful change, however, the World Health Organization (WHO) projects that traffic crashes could become the fifth leading cause of premature death worldwide by 2030. This takes a particular toll on cities, which are already home nearly half of global traffic fatalities. City leaders must prioritize traffic safety measures to ensure that their citizens have safe, healthy and economically prosperous cities to call home.
 
With Urban Growth Comes Traffic Safety Challenges
 
While there are a number of factors that contribute to traffic crashes, two of the primary challenges are rising motorization trends in cities worldwide and the issue of road equity: the most vulnerable road users, including pedestrians and cyclists, are most impacted by traffic crashes. On top of that, these users, typically lower-income, don’t always have the power or capacity to create the necessary changes.
 
The number of privately owned cars on the road hit the one billion mark for the first time in 2010. If we continue business-as-usual, that number will reach an estimated 2.5 billion cars by 2050. All of these new cars will lead to an increase in traffic congestion in cities worldwide, increasing the probability of traffic crashes and resulting fatalities.

Traffic fatalities are one of the world’s leading causes of preventable deaths. If the numbers stay at current growth rates, traffic fatalities will become the world’s fifth-leading cause of death by 2030. Both the World Health Organization (WHO) and the United Nations (UN) have recognized road traffic injuries as a major global public health problem, with economic consequences that could affect the sustainable development of countries and hinder progress towards reducing extreme poverty and boosting prosperity.
 
In India, for example, almost 400 people are killed on roads every day. This is the equivalent of a jumbo jet plane crash but, unfortunately, road deaths don’t make headlines quite the same way. And there is no shortage of alarming examples regarding India’s road safety challenges, including:
 
  • India’s national highways are especially dangerous, accounting for only two percent of the country’s total road network, but more than 30 percent of road-related deaths and injuries.
  • Pedestrian fatalities are a large proportion of accidents. In New Delhi, for example, pedestrian fatalities account for 45-51 percent of all road traffic deaths.
  • Road traffic crashes in India cost the country an estimated annual GDP loss of three percent. (WHO estimates)
The good news is that India has taken the issue of road safety as a priority, thus shifting and adding resources to their national road safety agenda.

Toward safer roads in Brazil - A partnership between the World Bank and the State of São Paulo on Road Safety

According to WHO data, road transport kills about 1.3 million people each year, turning into the 8th leading cause of death worldwide. Although road deaths are a global epidemic, Latin America has been hit particularly hard by the road safety crisis: the region accounts for a tenth of traffic fatalities and 6 million serious injuries every year, although it is home to only 6.9% of the world’s population.

Within that regional context, Brazil, often on the frontline and seen as an example by many on the development agenda, lags behind in road safety, especially when compared to nations with similar socioeconomic characteristics. Recently, the federal and state governments have started to take concrete action in an effort to stop the carnage on their roads, and a recent seminar on road safety in Sao Paulo gives some reasons to believe that Brazil is indeed moving in the right direction.

A Global Check-up: We Need Safer and Cleaner Mobility

Many years ago in Bangkok, on my first World Bank mission, I made an error in judgment by taking a Tuk-Tuk, the ubiquitous three-wheeled "golf cart" taxi, in order to experience local transit patterns in a more intimate manner. At least that's how I retroactively justified what was nearly a fatal decision as the driver weaved in-between two buses which narrowly avoided squashing the tiny vehicle. What struck me more than anything at that time were the overall chaos of the transit system and the lack of safe mobility, unfortunately both quite common in a majority of low and middle-income countries which shoulder 90% of the world's road crashes.

In this context, and to better assist countries achieve safer and cleaner mobility, the World Bank,  in partnership with the Institute for Health Metrics and Evaluation (IHME), has issued a new report: Transport for Health: The Global Burden of Disease from Motorized Road Transport. The IHME is the home of the Global Burden of Disease study, widely considered among the preeminent global health metrics publications.

The Transport for Health report, for the first time, quantifies the global health loss from injuries and air pollution that can be attributed to motorized road transport. The results are stark and call for immediate action: deaths from road transport exceed those from HIV, tuberculosis, or malaria; together, road injuries and pollution from vehicles contribute to six of the top 10 causes of death globally. Moreover, road injuries are among the top-10 causes of death among women of childbearing age and the fourth leading cause among women aged 15-29.

Five Opportunities for 21st-Century Transport

The world is in the midst of unprecedented urbanization, with cities expected to hold 5.2 billion residents by 2050. One of the major challenges of the 21st century, therefore, is achieving a sustainable future for our cities. And transport – which connects people to economic opportunities, education, health services, and more – can make or break “The Future We Want.”

Decisions made at international summits this year and next will establish the framework for global action for decades to come. The transport sector’s future impact on mobility, congestion, economic opportunity, human health, and climate change will be determined by the choices we make today. To ensure transport contributes to poverty reduction and shared prosperity, a shift is needed in the way urban mobility systems are planned and designed. Building a sustainable transport future will require an integrated approach with the cooperation of multiple stakeholders: transport and city leaders, as well as the development and business communities.

In this spirit, the team of co-organizers and partner organizations behind Transforming Transportation – a two-day conference beginning today that convenes business leaders, policymakers, and city and transport officials – has identified five opportunities to move human society toward transport of the 21st century. These areas for action include: road safety, mid-sized cities, regional and local governments, finance, and data and technology.
