More than two months have passed since the whirlwind that was Habitat III, the UN’s once-every-20-year summit on cities and urban development. From big data to climate change, public spaces to municipal finance, the conference truly seemed to have something for everyone. Long queues to enter the conference aside, what was striking was also the sheer number of young participants at the event, many of whom were students, planners and architects from Quito.
We asked visitors to the World Bank’s booth at the Habitat III exhibition to tell us, by writing on postcards, what they thought was needed to create sustainable cities for all. Of the more than 200 postcards received, several recurring themes were clear:

Six years ago, a revolution started in Tunisia with an unemployed young Tunisian in a secondary city desperate to make his voice heard. This revolution reshaped the country’s development agenda and triggered a decentralization process to give more say to local governments in policymaking. Since then, the World Bank’s work on local governance in Tunisia has expanded from equipping municipalities with basic services into tackling the diverse challenges of decentralization: institutional reform, participatory processes, transparency and accountability, capacity building, and performance assessment.
Two months after Hurricane Matthew devastated the southern provinces of Haiti, rebuilding efforts are underway. In some areas, shiny new corrugated steel panels glimmer under the sun where the hurricane stripped away roofs.
Between the social, political, and economic upheavals affecting our lives, and the violence and forced displacement making headlines, you’d be forgiven for feeling gloomy about 2016. A look at the data reveals some of the challenges we face but also the progress we’ve made toward a more peaceful, prosperous, and sustainable future. 1.The number of refugees in the world increased.
Forcibly Displaced" offers a new perspective on the role of development in helping refugees, internally displaced persons and host communities, working together with humanitarian partners. Among the initiatives is new financial assistance for countries such as Lebanon and Jordan that host large numbers of refugees., up from 60 million the year before. More than 21 million were classified as refugees. Outside of Sub-Saharan Africa, most refugees live in cities and towns, where they seek safety, better access to services, and job opportunities. The rebuilding has long begun in Nuwakot District in the foothills of the Himalayas in Nepal.
Twenty months after the earthquake that took lives and devastated livelihoods, people are receiving their first payments under a housing reconstruction project and are rebuilding their homes to higher standards. This will hopefully make them safer when the next earthquake hits.
The villagers I met were pleased to be getting financial and technical support to rebuild their lives but their frustration over the slow start still lingered. This is understandable given the suffering the earthquake caused and the slowdown in recovery efforts that came soon afterwards because of the disruption at Nepal’s border. But signs of enthusiasm dominated as stonemasons, engineer trainees and local officials mobilize in the rebuilding effort.
Over the past six weeks, hundreds of thousands of people living in El Alto and La Paz -the world’s highest capital- have been subjected to constant water shortages and cuts, which are now reaching dangerous limits: more than 90 neighborhoods are getting water only every three days, and for three hours only. Others don’t see a drop for more than a week. And the luckier ones are getting water for two hours daily. (I know this because my extended family lives there).
The administration of President Evo Morales recently declared a state of emergency to cope with one of the worst droughts in the last 25 years. But the water situation has been deteriorating for a long time given that around 25 per cent of the water supply for La Paz and El Alto comes from the rapidly shrinking glaciers in the surrounding Andean Cordillera. Other cities around the country are also being affected by water shortages due to the climate-induced drought.
Add to that the fact that three main dams that supply water to almost two million people in the highlands are almost dry, and no longer depend on the glaciers’ runoff.
Yet, before COP21, the transport sector was conspicuously absent from climate talks. The strong, structured presence we saw last year in Paris and this year in Marrakech is finally commensurate with the urgency needed to address the transport-related issues on the climate agenda.

As an example, over 70% of the Nationally Determined Contributions (NDCs) that countries have proposed to implement the Paris Agreement include transport commitments, ranging from increasing public transport in cities to shifting freight from roads to railways and waterways.

Development of infrastructure services is often a central feature for rebuilding fragile and conflict affected states (FCSs). One of the reasons is that infrastructure is often devastated by conflict, making provision of water, power, communications and transportation priorities for recovery efforts. Another reason is that equitable distribution of services may be an important feature of a peace agreement and any appearance of unfairness could spark renewed unrest. Whatever the motivation, without proper planning for governance, the development can falter.
There are two governance challenges with infrastructure in FCSs. One is that the urgency to provide service sometimes overshadows developing systems that can easily transition from something quickly built to infrastructure with sound governance that grows and matures as the country progresses. Another challenge is establishing regulations that encourage investment by protecting property rights. And given the diversity of FCSs situations, there is no one-size-fits-all answer.
How can development professionals advance good infrastructure governance amongst the turbulence and urgency of infrastructure recovery in FCSs? PPIAF and the Public Utility Research Center (PURC) at the University of Florida recently launched a web portal to assist in this work.
