Latin American and the Caribbean accounts for only 8 percent of the world’s population, but for 37 percent of the world’s homicides. Eight out of the 10 most violent countries in the world are in the region, where there were an average of 24 homicides per 100,000 people per year in 2012. Jeyaranjini lives near Kilinochchi in Northern Sri Lanka with her husband and daughter. They have been rebuilding their lives through the North East Local Services Improvement Project (NELSIP), which uses a Community Driven Development (CDD) approach to tailor projects based on community needs in this conflict affected region.
The project has helped build 611 km of roads, 23 km of storm drains, 400 community public spaces such as markets, parks, and playgrounds, as well providing improved access to water and electricity across Sri Lanka.
“Each community member used to be alone, but now we learn, exchange ideas, and make decisions together,” she said.
South Asia has a strong tradition of local participation
Let me offer a couple of other examples: Nepal’s Self Governance Act in 1999 decentralized services delivery to villages and districts. In Afghanistan, Community Development Councils (CDCs) receive funds, in which they then manage to support their villages.
In post-disaster contexts, CDD has shown to be fast, flexible and effective at re-establishing basic services. In fragile or conflict-affected states (FCS), the approach has also helped rebuild trust within communities, and between communities and governments.
Projects incorporating CDD approaches give control over planning and investments to community groups, and aim to empower communities to deliver services to the poor and vulnerable.
CDD principles can contribute to the realization of the 17 Sustainable Development Goals (SDGs), a roadmap for the international development community to promote sustainable economic, social, and environmental development by 2030.
Currently, the World Bank has 41 active CDD projects worth $6.1 billion in South Asia, including 21 projects in India worth $4.2 billion.
This importance of cities for regional and national development now serves as a foundation for the dialogue between the World Bank and the European Commission, with respect to the design of the European Regional Development Fund (ERDF) for the 2014-2020 Programming Period. The ERDF is the world’s largest investment program targeting sub-national public infrastructure investments.

In June 2016, nearly 2.5 million enthusiastic spectators gathered in France to attend the Euro 2016 soccer tournament.
Those participating in matches in Lille, Bordeaux, Marseille or Nice would have noticed the brand new facilities and bold architectural design, but most probably didn’t realize these stadiums had been either constructed or modernized with financing through the relatively new “Contrat de partenariat” public-private partnership (PPP) scheme.
By the early 2000s, Peru faced serious environmental problems. Air pollution in urban areas was so severe that it caused thousands of premature deaths every year. In fact, air quality in Lima was worse than in other large Latin American cities, such as Mexico City or Sao Paulo. Other environmental challenges that damaged people’s health included air pollution inside homes caused by the use of wood for cooking; insufficient access to clean water, sanitation, and hygiene; and exposure to lead, a highly toxic chemical. Together, these environmental problems caused 12 million cases of illnesses annually, dramatically affecting young children, the elderly, and poor people who couldn’t afford medical care. The World Bank estimated that these negative impacts had an economic cost equivalent to 2.8% of Peru’s Gross Domestic Product (GDP) in 2003.
One of the main reasons the Peruvian government wasn’t able to respond promptly to these serious environmental problems was the country didn’t have governmental organizations with a clear responsibility for environmental protection. Another important reason was the absence of a system of reliable environmental information to support the government’s decision-making process. For example, there was little awareness about the seriousness of air pollution, largely because most cities didn’t have a functional air quality monitoring network. Even in the few cities that did, the information was not widely disseminated. In the absence of such information, it was difficult to identify which environmental problems were most severe, and to develop actions and assign resources to solve them. In addition, lack of information limited the opportunities for the public—including the poor families and other vulnerable groups that suffered the most from pollution —to discuss their environmental concerns and agree on solutions with government officials.
When it gained independence in 1965, Singapore was a low-income country with limited natural resources that lacked basic infrastructure, investment and jobs.
A few decades later, the picture couldn’t be more different. Singapore has become one of Asia’s wealthiest nations, due in large part to its emergence as the highest-performing logistics hub in the region (see World Bank Logistics Performance Index).
The numbers speak for themselves. Today, the small city-state is home to the world’s largest transshipment container port, linked to over 600 ports worldwide. Singapore Changi airport is voted the best internationally, and is served by about 6,800 weekly flights to 330 cities. Finally, the island nation’s trade value amounts to 3.5 times its GDP.
Singapore’s achievements did not happen by chance. They result from a combination of forward-looking public policy and extensive private sector engagement. This experience could provide some lessons to any developing country seeking to improve its logistics network. Let us look at three key factors of success.

The business case for greater diversity and inclusion of Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) staff is now well documented, and the corporate world is making solid progress towards LGBTI equality at the workplace. The message is also slowly but surely sinking into international organizations such as the World Bank Group, for which diversity is also synonymous with greater productivity, collaboration, innovation and creativity. In particular, LGBTI-supportive policies are linked to less discrimination against LGBTI employees and more open corporate cultures. Less discrimination and more openness (or less concealment), in turn, are also linked to greater job commitment, improved workplace relationships, improved health outcomes (concealment of sexual orientation is associated with increased psychological distress) and increased productivity among LGBTI employees.
The issue of child soldiers is a modern blight with a long historical pedigree. Once the norm, documented back to the classical world and prevalent till the 19th century, the phenomenon was thought to be slowly disappearing as the modern nation state came into being. Yet it is now seen in almost every continent and in almost every conflict, though rarely among formal militaries.
Impact evaluations of interventions aiming at reducing intra-partner and sexual and gender-based violence (IPV-SGBV) have mostly failed at detecting statistically significant impacts.
