Corruption in water sector increases hunger risk – experts

“Stamping out corruption in the water sector is crucial to boosting global food production as world population growth increases pressure on water supplies, according to experts meeting at World Water Week in Stockholm.

Corruption in the water sector is already a major problem for farmers and it’s likely to get worse as competition for water increases, a joint statement released by the Water Integrity Network (WIN), Transparency Internationaland the U.N. Development Programme (UNDP) Water Governance Facility at the Stockholm International Water Institute (SIWI) said.

Governments, businesses and civil society must work together to improve transparency in the water sector, and introduce better checks and balances to counter corruption and nepotism, the statement said.” READ MORE

Freedom of the Press panel explores 'Arab Spring' aftermath

"The revolutions sweeping the Middle East and North Africa have brought the promise of more open and accountable governments and societies but that outlook has dimmed, as autocratic regimes in the region have responded to the so-called “Arab Spring” by clamping down hard on reporters and citizens communicating on the web, a panel of experts said a National Press Club Freedom of the Press event Feb. 14.

“Wait a few more years before you call it ‘spring,’” said a skeptical Abderrahim Foukara, Washington bureau chief of Al Jazeera Arabic, one of the panelists.

As regimes have felt threatened by their own people’s demands, their security personnel have beaten, detained, spied on and even killed reporters. World Bank Says National Anti-Corruption Authorities Need to Step Up

“The World Bank’s anti-graft unit says many countries aren’t following through with investigations of corrupt conduct discovered by bank officials.

The Integrity Vice Presidency referred 40 cases to governments and anti-corruption agencies for investigation in fiscal 2011, and 32 cases the year before, but the response has been underwhelming, bank officials said in a report released Friday.

“We expect national authorities to give proper attention and consideration to the Bank Group’s referrals of investigative information,” said World Bank President Robert Zoellick in an introduction to the report. ‘Ideally, this should lead to their undertaking competent investigations, prosecutions, and adjudication within the country—but it often has not.’” READ MORE

The Unfinished Global Revolution: Book Review

When I first met Mark Malloch-Brown several years ago, he was a newly ennobled peer and part of the Gordon Brown lead British Government, serving as a Foreign Minister. Wearing the ermine of a Lord together with his Make Poverty History wrist-band, Malloch-Brown was a figure of both rebellion and conformity. Given his outspoken stance on the war in Iraq and his uneasy relationship with America’s neo-cons, I wondered then whether he would be forced to compromise on his principles.

His latest offering to the world is certainly no compromise. In The Unfinished Global Revolution, as the title suggests is all to aware that it is written at a time of immense change, less at the cusp of revolution – more in the thick of it.

This is a book about Malloch-Brown’s personal journey, and whilst the writer candidly shares remarkable anecdotes, he also offers unique insight into some of the world’s most challenging conflicts and commentary from inside both government and international organisations. Ultimately, however, true to character, this reads as a call to action. As he writes: We need to get on with it!

The Dream Job of the Decade

“Data are becoming cheaper, more plentiful, and easier to access and use. What does that mean for transparency? What does it mean for development? And what does it mean for you?

According to Hal Varian, chief economist of Google, it means that you’re going to be in high demand if you have the complementary skill of making sense of large amounts of data. That’s one of the skills of data story-tellers, like Hans Rosling, and statisticians – the dream job of the decade!

A major source of the “data avalanche” has been the move to open government data. The World Bank launched its Open Data initiative on April 20 last year: Development data are now free, searchable and accessible, and the full range of data sets is listed in a catalog for bulk download and direct access.”

Whither the development agency’s flagship report?

The Economist carried a couple of stories recently about how two hitherto major institutions in my home country (newspapers and pubs) have been forced to adapt in the face of changes in public preferences. Many didn’t—as a result newspaper circulation and pub numbers have both fallen dramatically. The newspapers and pubs that did survive operate very different business models from the newspapers and pubs in existence even 10 years ago.

Some data I’ve assembled make me wonder whether—like the newspaper and pub—the development-agency flagship might not also be an institution in need of reform.

The flagship

Most big development and international agencies have a flagship. The World Bank launched its World Development Report in 1978. The IMF’s World Economic Outlook started two years later. The UNDP launched its Human Development Report in 1990, and WHO followed with its World Health Report five years later. Several other UN agencies have annual or periodic flagship reports too.
