Prevention better than cure for water utilities adapting to climate change

The literature on climate change and water is dominated by precipitation, glacier melt and groundwater. Because urban water is responsible for such a small share of overall water use worldwide, we often think that urban water services won't be affected. Yet the floods, droughts, and extreme rainfall expected as a result of the world’s changing climate will threaten the quality and availability of water resources, and damage water infrastructure, including storm water and wastewater facilities. These events may also affect the population and settlement patterns of cities and thus the basic layout of the water systems that serve the communities.

Innovation in water, part 3: necessity is the mother of invention

“What are the new developments in water? Are there new technologies that developing countries could use to bypass expensive and cumbersome systems?  What’s the next big thing that could solve the water crisis?”  Politicians and the media often ask experts for new ideas to make water “interesting”.  Yet, on the whole, water systems constructed today use much of the same technology they did 100 years ago. 

Innovation in water, part 2: desalination

People skeptical of hearing water experts talking about water crises put their faith in the human capacity to innovate.  They point to the rapid decline in costs of taking the salt out of sea water as evidence that – when we really have to – we will innovate and make sure we can meet our water needs. 

Necessity is the mother of invention.  Israel, one of the driest countries in the world, has invested heavily in non-conventional sources of water.  Desalination currently provides around 40 percent  of Israel’s municipal water supply and the plan is for this source to provide 70 percent by 2015. In March, a team from the the World Bank's WDR2010 and Middle East North Africa units visited the largest operational reverse osmosis desalination plant in the world, in Hadera.

Desalination does indeed have potential to meet the municipal water needs of many people in the world – but only those who live near the sea.

Costs have come down to about $0.55 per cubic metre, about half what it was a decade ago.  How have engineers managed this?  Economies of scale are important.  They have also been able to save on costs by designing an efficient system within the plant and by clever energy saving technology. Will the costs come down much further?  About 10% say the Israeli experts.  Not more.

Israel’s very careful management of every drop of water has led to an interesting problem. 

Innovation in water, part 1: drip irrigation

 


Today is World Water Day, a good time to ponder the impacts of global climate change on water availability and quality. Julia Bucknall was part of a team of experts from the WDR2010 and the World Bank's Middle East and North Africa region visiting Israel last week to learn about innovation in water. The blog below is the first in three installments.

Can high-tech agriculture help developing countries get more from their water? 

Israel invented drip irrigation, a technology that has spread rapidly since its introduction in the 1960s and which is widely touted as a key way for countries to close their water gap and be more adapted to climate change.  It certainly does reduce evaporative losses, is often associated with a switch to high-value crops, and reduces fertilizer use when liquid fertilizer is added to the mix and delivered precisely to the root of the plant (a process that delights in the name “fertigation”).  We often see important productivity gains. 

Yet it’s not as simple as that. 

Disasters: what is the cost ?

Buried under the most snow since records have been kept, as we are right now in Washington, the mind turns naturally to the effects of  extreme weather events. Clearly the impacts for those of us with solid housing and uninterrupted WiFi access are minimal compared with the impacts of extreme weather for most people in the world.  But even here we can see a combination of effects -- the costs of closing offices or of running through the whole winter's supply of firewood in  one week, at the same time as the economic uptick for those who repair household boilers, restore downed power lines or dig people's cars out  of the snow or shovel their sidewalks for a fee. Since climate change is expected to increase the frequency and severity of extreme weather  events, figuring out the net cost of natural disasters is an important topic.  And figuring out sensible ways to reduce those costs is also  going to be increasingly important.

At the World Bank last week, we had an interesting seminar from Stéphane Hallegate from the French International Centre for Research on Environment and Development and the National Meteorology School that shed light on some of these issues. Stéphane has modelled the impacts of a number of natural disasters looking at both the direct costs of  the disaster (how much does it cost to rebuild structures that were destroyed?) and the indirect costs (what is the cost of a business  being closed for several months net of any local economic benefits that may occur as reconstruction starts). 

Carbon sequestration by trying to re-create indigenous forests

I saw one of the World Development Report’s recommendations in action yesterday. Kenya’s Green Belt Movement (founded by Professor Wangari Maathai) is working with the Kenya Forest Service, with support from the French Development Agency, a grant from the Government of Japan (PHRD) and carbon credits (both managed by the World Bank), to replant native forests.

The original forest had been cut down and a tough native grass had taken over. Patches of grass had to be cut in order to plant the seedlings of native trees and the grass constantly managed for the first years until the trees were strong enough. The team told us how the carbon credits were planned for 12 years from the start of the project, though it was clear that the trees would still be small at that point. Up front financing for a period of many years is clearly essential. 

Project officer Mercy Karunditu told us of the multiple challenges the team faces in nurturing these seedlings.  First, villagers grazing their animals on the land where the year old seedlings stand at just ankle height.  Second, elephants which destroy the seedlings. Third, fires set by villagers in the native forests to encourage growth of new grass for their animals. And fourth, climate change. 
 
“We used to be sure when the rains would come, now we cannot be sure and when they do come they are very strong and last only for a very short period,” Mercy said. 

 

Getting the operational details right so that teams like this can succeed will be key to making this tool, which brings both mitigation and adaptation benefits, succeed.

Update from Nairobi: No doubt here that it’s real

No one in Nairobi—where we just released pre-press version of the World Development Report—needs to be reminded about the effects of climate change. Four consecutive rains have failed, and on 80 percent of the country’s land area, water resources are at a tenth of their normal levels.

Everyone is feeling it.

Farmers see dying crops. The harvest is 28 percent of normal amounts. The Minister of Environment reported at the WDR launch yesterday that ten million Kenyans were going hungry because of the drought. Herders see their cattle dying or have to sell them for low prices. Some are shipping their cattle to areas that still have grass only to see them die of cold at the higher altitudes.

United Arab Emirates to become world center for renewable energy

The Gulf News is reporting that oil-rich United Arab Emirates is among the few developing countries to host a major international organization. Abu Dhabi will be the interim headquarters for the International Renewable Energy Agency, appealingly named IRENA. That fact is remarkable enough, but what is really surprising is that it was chosen over  environmental powerhouses Germany, Austria, and Denmark. 
 
The World Development Report is full of recommendations – transform agricultural subsidies in rich countries, make US$ 50bn a year in additional funding available for adaptation in developing countries – that readers may be tempted to dismiss as politically impossible. Yet political transformations are possible. Ten years ago would anyone have thought that Abu Dhabi could become a leader in sustainable development? The transformation reaches deep. Consultants making recommendations about the UAE's drinking water tell us that reform of the tariff structure is now being considered at the highest levels - not because it would improve water management, but because the efficiency gains predicted would reduce the country's carbon footprint.

As John Felstiner asks, Can Poetry Save the Earth?

We are often inspired by strong oratory based on solid data, and carefully expressed facts. Many of us spend our lives trying to craft messages from sprawling data to figure out the best way to proceed.

Yet we are also inspired by the beauty of words or images. In the US, a book was published recently called "Can Poetry Save the Earth". I found a story about it on the National Public Radio website.

The author of the book, John Felstiner, selected one poem that, he thought, could really save the earth if everyone read it.

The World Water Forum in Istanbul: Bridging the divides?

Twenty thousand people milling around thematic, country, commercial booths, attending political, learning, and topical sessions, watching musical and dance performances, and busily socializing in the hallways. All trying to work out how we can better manage water.

"Bridging the Divides" is the perfect name for this conference here in Istanbul. It's a city that links Asia and Europe, a city where many cultures have collided and where the religious buildings have housed worshipers and artifacts from different faiths.
