Meeting global climate goals requires ambitious, transformational and systemic action. Sustainable infrastructure is at the heart of this opportunity and can deliver cities where we can move, breathe and be productive; resilient systems for power, water and housing that withstand increasingly frequent and severe climate extremes; and ecosystems that are more productive and robust. Mobilizing public and private resources is an essential part of generating the trillions of dollars needed for this sustainable infrastructure.
Climate change is not simply an “environmental” problem. Rising temperatures pose potentially catastrophic risks to people, their livelihoods, and entire cities.

The need for more resource efficient and circular economies
High and volatile resource prices, uncertain supply prospects, rising demand, and environmental impacts – various factors are putting increasing pressure on policy makers, researchers, firms, and investors to explore pathways towards sustainable and efficient resource management.
Moreover, rapid technological transitions that are changing our lives for the better are also adding to the challenge. The significant increase in renewable energy technologies such as solar power, the increasing proliferation of electric vehicles, and the rapid increase in smart-phone use are some of the trends that are improving people’s lives. Yet, while these developments are in line with the Sustainable Development Goals, they are also driving up demand for critical natural resources.
And yet, while resource efficiency investments could yield both economic and environmental benefits, global resource efficiency has increased by a mere 1% per year over the past three decades. This is insufficient to counterbalance ever increasing resource demand. Even declared champions of the resource efficiency agenda, including the European Union, have yet to deliver on their ambitious goals. Overall, despite high-level attempts to mainstream the resource efficiency agenda, policy measures still lack a coherent, systematic approach and large-scale implementation.
When the world united around the historic Paris climate agreement, in 2015, the message was clear: It’s unfair to pass the burden of climate change to future generations.
We now need to put words into action. This week, leaders from 20 of the largest economies are meeting in Hamburg to find solutions to global challenges. Climate change will be front and center.
As the co-chairs of the Carbon Pricing Leadership Coalition (CPLC), we want to accelerate climate action and reaffirm our commitment to carbon pricing. The discussions in Germany are a great opportunity to keep the momentum going.
Launched during the Paris climate talks, the CPLC now consists of 30 governments and over 140 businesses, all fighting for a common cause: to advocate for the pricing of carbon emissions across the world. We are calling for bold leadership from everyone – governments, companies, academia and civil society. The CPLC provides a forum for these groups to show collaborative leadership on carbon pricing.
Many of my compatriots in Poland, where over 90 percent of power generation comes from burning coal, are concerned that the EU climate policy is a risky outlier.
They worry that the EU Emissions Trading System may expose domestic industry to unfair competitition and cause companies to move production to countries where emission costs are lower, something called “leakage”.

The British economist Lord Nicholas Stern has labelled climate change “the greatest market failure the world has ever seen.” Failing to put a price on carbon emissions leaves the market with no way to address the harm created by these emissions. And with no cost attached to a harmful activity, participants in the market have no incentive to pursue less harmful alternatives. Thankfully, this is changing.
About 40 national and more than 20 sub-national jurisdictions globally have implemented or are scheduled to implement carbon pricing schemes. The world’s emissions trading schemes are valued at about $30 billion, with China home to the world's second largest group of carbon markets, covering the equivalent of 1,115 million tons of carbon dioxide emissions, after the 2,309 million tonnes covered by the EU’s Emissions Trading Scheme.
This progress is good news, and furthering the spread of carbon pricing is essential. Putting a price on carbon reduces emissions and the costs associated with these emissions, costs that end up being borne by everyone, including companies and societies, through an array of impacts resulting from climate change.
