ITMOs can improve the incentives for private and public initiatives/actions/projects within developing countries and as a part of NDCs. In some developing countries like India, domestic initiatives,already in place, mentioned in NDCs, are generating excess offsets. This may hinder further private and public actions/projects. ITMOs can pave a way out of such hindernaces and accelarate mitigation actions in developing countries. This will catalyse carbon markets surely, but an agreeable equilances mechanism (similar to additionality in CDM) would have to be established through bilateral mechanisms. IFC may assist evolution of multilateral equivalence determination...which will prevent fragmentation of market.
