The impending COP16 in Mexico is unlikely to see much progress in multilateral agreements on carbon emissions targets. Instead, over the past year individual national efforts have developed to reduce emissions, in particular the debate of carbon taxes and investments into green technologies. The recent mid-term Republican victory in the US will also forestall progress on any agreement. The COP16 will likely see more auxiliary piecemeal agreements.
