YES, one of the most effective ways of conserving forests is to make them a Protected Area (PA) or tribal peoples' or community reserve. Steps then need to be implemented as soon as possible to ensure their "effective management," including but not limited to: 1) their legal designation and assignment of rights and responsibilities of the appropriate government entities, affected individuals, and interest groups, 2) the hiring and equipping of staff and local volunteers to create a physical presence within the PA, 3) community and stakeholder involvement in PA management decision-making processes, and 4) adequate, stable and predictable financial support for the operation and maintenance of basic core functions.
