The next WDR on "risk and opportunity" identifies the flood risk framework that exists in the Netherlands as a good practice. It is a very interesting reaction to the great 1953 flood, because it was primarily based on institutional reforms (how to manage risks?), not only on engineering works. These institutional changes ensure that flood risk is taken into account and manage over the long-term. Today, this type of approach needs to be generalized and adapted to various contexts, and especially in developing countries where resources are more limited and institutional capacity is often weaker.
