I agree that a price on carbon is the most effective mechanism for reducing emissions. The fragmentation of current efforts is one problem, another is the lack of accuracy in emissions measurement. Markets cannot thrive on inaccurate currency. Information & Communications Technology (ICT) can deliver accurate metrics in real time of some of the largest sources of emissions. We can collect electricity emissions reduction directly at transmission grids. We can collect transport emissions reduction directly at the fuel bowsers. We need a renewable energy market mechanism that rewards replacement of fossil fuels, and the emissions reduction has to be accurate metrics, so that the pricing mechanism can start to reflect the true value of reducing risk to humanity.
