A broad and wholistic Policy framework (properly overseen by dedicated people) with the ability to institutionalize broad integration of not just R&D per se but its output to ensure that it is properly situated within the confines of productive ventures as not all R&D outputs are immediately useful or applicable needs to be put in place by poor and middle income countries to benefit from R&D outputs.

The advantages of economic leap-frogging which can be brougght about by R&D are somewhat tempered by the existence of support infrastructure upon which it can be based and built on, infrastructure which some of these countries lack.

So, their not investing enough in R&D in the first place is a reflection of deeper problem of misplaced priorities and a complete miscue of what is actually needed to grow an economy as against what is needed to fix an economy.
