Thanks, Rob. I didn’t mean to write off the “who’s covered” dimension, but rather to say that it’s hard to make much sense of without the other two, since it can always be claimed everyone has some coverage and is therefore “covered”. The key is asking whether—at each point in the income distribution (or ethnic group distribution or gender distribution…)—people are getting the care they need without suffering undue financial hardship as a result.
