From an exporter's POV, the broad answer to this -Dutch Disease- problem is economic diversification, the article clearly addressed this issue in a very specific manner.

A rlevant example is Norway's success in avoiding such an effect, where a set of regulations having been established and enforced by the time of oil discoveries clearly limited the crowding out effect and overreliance on oil revenues. Industrial organization including wage controls and limits on labor movements can significantly help mitigating Dutch Disease.
