While this is an excellent article, and I wholeheartedly agree with most of the suggestions, the question is that who will act on these?

Kaushik Basu says - "Teach ordinary police to stop cars of VIPs--be they members of parliament or corporate leaders--that, for instance, illegally go through the traffic sign, and fine them" - How can this suggestion be implemented? Thousands of Indians have wonderful ideas like this, but they are powerless to implement them.

In addition to the moral introspection that the author is recommending, we have to also implement the conclusions of that churning. Simply discussing and debating would not lead to any change. And at present the ordinary Indian citizen is powerless to implement any such change.

The next question to address is - okay now we know what to do, but who will do that??
