Minh bạch tài sản ở Việt Nam – Cần hành động mạnh mẽ và quyết liệt hơn

Nếu bạn hỏi ai đó là điều gì hấp dẫn anh hay chị đến với Bangkok, bạn sẽ thường nghe câu trả lời đó là những món ăn đậm đà gia vị ngon tuyệt vời, những người Bangkok vui nhộn và hiều khách và một thành phố sống động kỳ lạ luôn tràn ngập ánh sáng mặt trời. Nhưng điều gì nữa đã đưa gần 40 chuyên gia trong lĩnh vực phòng chống tham nhũng từ 15 quốc gia trong khu vực Châu Á – Thái Bình Dương, từ Bộ phát triển quốc tế Anh, từ các cơ quan của Liên hợp quốc và từ Ngân hàng thế giới, đến với Bangkok cuối tháng 3 vừa qua? Đó là sự quan tâm học hỏi xem việc kê khai tài sản công chức ở các nước trên thế giới được thực hiện như thế nào và làm thế nào để kê khai tài sản trở thành một công cụ hữu hiệu hơn trong phòng chỗng tham nhũng.

Cuộc hội thảo khu vực về minh bạch tài chính (minh bạch hóa tài sản) đã được Ban liêm chính thị trường tài chính và Sáng kiến thu hồi tài sản bị đánh cắp (Stolen Asset Recovery Initiative (StAR)) của Ngân hàng thế giới tổ chức. Hội thảo này đã tạo ra cơ hội để chuyên gia các nước tham dự chia sẻ thông tin về thực hiện kê khai tài sản trong khu vực công của mỗi quốc gia, từ các quốc gia đã xây dựng hệ thống kiểm soát việc kê khai tài chính tương đối phát triển như Hàn Quốc và Thái Lan, hay các hệ thống mới được xây dựng như Đông Timor, và các hệ thống đã đạt được môt số kết quả nhất định như của Việt Nam và Trung Quốc. Các đại biểu đã nhiệt tình chia sẻ kinh nghiệm của mình, những khó khăn mà họ gặp phải và mong muốn được học hỏi lẫn nhau. Đối với Việt Nam, cùng với việc đánh giá 5 năm thực hiện Luật phòng chống tham nhũng, có một số thông điệp bổ ích có thể được nghiên cứu và áp dụng.

As Vietnam sits on the cusp of becoming a middle income country, reflections on achievements and emerging challenges is inevitable. Like a runner with tremendous stamina, Vietnam has made great strides in reducing poverty and in maintaining economic growth even through a global downturn. At the same time, we know that Vietnam continues to face formidable challenges, among them corruption.

Cũng giống như một vận động viên với sức chịu đựng dẻo dai, Việt Nam đã có những bước tiến lớn trong việc giảm nghèo và duy trì tăng trưởng kinh tế, thậm chí qua cả thời kỳ suy thoái toàn cầu. Why don't we see social accountability in the Pacific?

From participatory budgeting in Porto Alegre, Brazil (pdf) to health clinic scorecards in Uganda social accountability mechanisms are a familiar feature of the development landscape across most regions of the world…so why not in the South-West Pacific?

One reason service delivery is poor in many Pacific states is that the same challenges that make it difficult to deliver services also make it difficult for officials to go out and account for them - dispersed populations; high transport costs; and a limited number of trained officials to supervise. This lack of oversight by government officials contributes to shoddy or non-existent services.

Can social accountability make up for some of the shortcomings in government accountability? Social accountability is the fostering of direct linkages between citizens and service providers. It can be thought of as working both prior to the delivery of a service (for example, residents meet with local government officials to set budgets so that spending aligns with community needs) as well as after a service has - or has not - been delivered (such as a complaints mechanism for residents to report police who fail to respond to calls for help).

Mongolia: Crisis increases demand for corporate governance

The President of Mongolia, Elbegdorj Tsakhia, sat at the table behind a Greek salad. We were at a lunch hosted by the Corporate Governance Development Center, an NGO which brings international best practices in corporate governance to Mongolia. Also present were the Minister of Education, the Director of the Financial Regulatory Commission (FRC), the Deputy Chief of Party of the USAID-funded Economic Policy Reform and Competitiveness Project (EPRC), which helped to establish the Center with the Institute of Finance and Economics, and CEOs of leading Mongolian firms. Several International Finanace Corporation (IFC) clients were among them.

The salad looked delicious, but it would have to wait. President Elbegdorj was speaking about the role of corporate governance in Mongolia. "Corporate governance is important for Mongolia's competitiveness," he said. I was delighted. I've been waiting a long time for this moment.

Solomon Islands: Bringing agriculture and infrastructure services to rural island communities

In December 2008, I spent two and a half days traveling around the Solomon Islands with officers from the government’s Ministry of Agriculture and Livestock, which is implementing components of the World Bank’s Rural Development Program (RDP) in Western Province. Jointly funded by the EU and Australia, RDP is the World Bank’s biggest project in Solomon Islands.

In December, the project was just beginning to get going in the provinces. The agriculture workers were looking to the RDP to help restore agriculture extension services. Practically speaking, this means purchasing small boats, outboard motors, fuel, or rehabilitation of offices. At the Ag offices, I was told about the series of dead outboard boat motors lining one wall – including provenance and whatever series of incidents had rendered them inoperable.

Philippines offers insight into future of mobile banking and the poor

It’s now evident that people in developing countries have access to the internet and mobile phones like never before, which (as I recently wrote about) may lead to increased economic growth, job creation and good governance. A huge piece of this broad puzzle is mobile banking, and utilizing mobile phones to bring financial services to people who wouldn't otherwise have access to banks ("unbanked").

A new study, released last month by the Consultative Group to Assist the Poor (CGAP) and GSMA, estimates that there are more than one billion people worldwide who are unbanked, yet have access to mobile phones. And by 2012, that number is expected to grow to 1.7 billion people.

New web and mobile connectivity report: China, the Philippines lead region in IT jobs

A number of fascinating web-related findings came out of a World Bank report, released this week, which ties Internet and mobile phone access in developing countries to economic growth, job creation and good governance. Connectivity in the developing world seems to be better than ever. In developing countries worldwide, there are currently three billion mobile phone users, and the number of Internet users in developing countries increased by 10 times between 2000 and 2007.

In East Asian and Pacific countries, the number of Internet users (15 percent) was slightly above the developing-country average in 2007 (13 percent), but was still below the world average that year (22 percent). The connectivity and access to new information and communications technologies changes the way companies and governments do business, while bringing vital health, financial and other market information to people like never before.

While India is the clear leader in creating information technology-related jobs, China and the Philippines both stand out as benefiting by generating new job opportunities. And within the industry, the Philippines is also notable, because its IT services workforce is made up of 65 percent women, who hold more high-paying jobs than in most other sectors of the economy.
