I do not wish to be repetitive, but my two earlier comments are hopefully clear in suggesting that it is for Mongolians to pursue a bottom up process to decide what makes most sense in reducing the vulnerabilities faced by herders and in doing so to understand well the trade-offs among the options to choose from. As they go about doing so, its good to have as many views as possible -- and here yours alongside others, I hope will be helpful in this respect.
