Hello, In response to your question about why firms cannot find workers with the right skills - I recently attended the launch of the latest African Economic Outlook (prepared by the OECD), which focuses this year on youth employment. There was a very interesting discussion on the "skills mismatch" between what employers need, and what graduates can provide. Reasons for the mismatch are various, including unrealistic expectations of students, information asymmetry between employers and education providers, poor quality training, etc. The relevant part of the Outlook can be found here: http://www.africaneconomicoutlook.org/en/in-depth/youth_employment/education-skills-mismatch/.
