Stepping Up Skills for Better Jobs Begins with Strong Early Childhood Development


Creating jobs and increasing productivity are at the top of policymakers’ agenda across the world. We heard this message during the World Bank-IMF Annual Meetings and during the UN General Assembly meetings in New York last month. We read about disaffected youth in rich and less rich countries who have university education but can’t find jobs. I’m not going to argue that education holds the key to these current issues. Undoubtedly, current high unemployment rates owe a lot to the ongoing global economic slump.


Nonetheless, the current economic crisis forces us to examine why too many workers are unprepared to meet the demands from the modern workplace, particularly in increasingly competitive economic environments. Evidence suggests that education systems in many countries are failing young people with respect to basic skills as well as high-level cognitive skills such as critical analysis, problem solving and communication.


Let's Make it Learning for All, Not Just Schooling for All

The World Bank Group Education Sector StrategyWhat a thrill I had this past Friday listening to our World Bank President Bob Zoellick launch the Bank Group's new Education Strategy 2020: Learning for All. Having spent nearly 18 months traveling the world to consult with our partners (government, civil society, NGOs, development agencies) about the best experience and evidence of what works in education and about the role of the Bank Group in the next decade, I feel somewhat like I've given birth, in this case to a global framework for education which we believe is the right one for the coming decade.

Jomtien, 20 Years Later: Global Education for All Partners Must Renew Commitment to Learning

Twenty years ago when I was a relatively new economist at the World Bank, I was part of the Bank’s delegation to Jomtien, Thailand, where the heads of several multilateral development agencies, bilateral aid agencies, and leaders of 155 developing countries came together to declare their commitment to universal primary education.


I remember that the mood was upbeat—and not only because the venue was set along Thailand's sunny coast. There was a strong shared feeling that it was time to recommit to education as a basic human right, as highlighted by James Grant, the Executive Director of UNICEF at the time, and as a powerful instrument for reducing poverty and promoting development, as outlined by Barber Conable, World Bank President at the time. 


Educating 1+ Billion Girls Will Make the Difference for Women’s Equality

This week we celebrate International Women’s Day and it’s as good a time as any to remind ourselves of the remarkable accomplishments toward achieving gender equality—and of the challenges that remain to ensuring that the 3.4 billion girls and women on our planet have the same chances as boys and men to lead healthy and satisfying lives.

This year’s International Women’s Day theme, “equal access to education, training, and science and technology,” is a powerful affirmation of the many benefits of educating girls, which come from improving women’s well-being, such as through better maternal health and greater economic empowerment.

Education is Fundamental to Development and Growth

Earlier this month, I was invited to be a keynote speaker on the theme of "Education for Economic Success" at the Education World Forum, which brought education ministers and leaders from over 75 countries together in London.

Education is fundamental to development and growth. The human mind makes possible all development achievements, from health advances and agricultural innovations to efficient public administration and private sector growth. For countries to reap these benefits fully, they need to unleash the potential of the human mind. And there is no better tool for doing so than education.

Charting a New Course for Education

Last week I attended the fall meeting of the board members of the  Education for All – Fast Track Initiative  (EFA-FTI), hosted by the government of Spain.  Present were senior representatives of bilateral aid agencies, UN agencies, civil society organizations, and high-level government officials from Burkina Faso, Mongolia, and Rwanda.  In the wake of the recent Millennium Development Goals (MDG) Summit in New York City, the discussions among the members about the future direction of the EFA- FTI partnership—which coalesces critical financial and technical support around country-owned education plans—illustrated that in these times the need for sustained support to education remains greater than ever. Commitment to the principles of education for all is needed from all stakeholders.
