It depents upon context to context. Even in one country it may vary. However, the word 'All Children' have different meaning in defferent places. In our country being a developing country it is impossible due many factors like poverty, reources and other contexual problems. Here the worl "all children" mean 100% including male and female. so, the answer is we can struggle for it. but can expect good results!!! Rafique Khatti

Hi Rafique, We agree completely. This is meant to give an overview of the global need for learning outcomes, but regional, country and within-country variation of who is in school and learning can be stark. For this reason it is important that all local strategies be country-driven. While the potential to learn from global best practice is immense, this must start with an understanding of where systems are breaking down (or failing altogether) and what investments can enable meaningful reform.
