Thanks for this very interesting article, Nicole. One issue we have been discussing at the Bank is how to measure and certify work skills and training taught in secondary and tertiary education. What are the standards? What is the right balance between general skills and work-specific skills? This is a hot topi, especially when considering the cost-effectiveness of technical vocational education and the high percentage of students who follow this track in secondary school.
