This is absolutely true as the complexity in governance of education is inversely affecting its output. So much complexity of structure. A total decentralisation process as obtainable in Indonesia and Uganda would have done more good and improvement to the sectoe.

How do we change/correct this 'ineffective' policy?

We need a total decentralization where every local districts, stakeholders, parents are accountable for the development of education in their jurisdiction. Where everyone has a huge sense of responsibility and committment for change/improvement.
