I certainly don't want to speak for the IDB here, and so my formulations are deliberately circumspect, based on publicly available information on the Internet. That said, and as you know, the process of evaluation is an iterative one, with learnings from 'pilot' evaluations hopefully informing revised and improved methodologies for evaluating and assessing impact.
You are certainly right to highlight that different groups will have different opinions on 'implementation success'. A recent workshop organized by the European Commission and the OECD explored this issue in a useful way. If you haven't seen it yet, you might want to have a look -- they have just posted the papers and presentations on-line.
