You make a good point: When many people refer to the 'digital divide', they are, as a practical matter, speaking as much about a lack of access to sufficient, reliable power as about lack of access to computers and the Internet. This holds especially true for many rural communities, and investments in ICTs need to be considered in the terms of larger developmental contexts and priorities.
