The key element in any country, particularly 3rd world countries, is that in any statistical "normal" distribution there will only be a few who will have the ability to make strides forward. This means that, the fewer the children who have a head start on ICT & coding, the less the probability that a country will have within it people that can elevate ICT within their country. Or to put it another way: A country that doesn't bother investing in kids now will see how far it gets left behind in a decade or so!
