“I Cannot Sleep While I’m in India"

It is India’s future that keeps Mr. Kapil Sibal, India’s Human Resource Development (HRD) Minister, awake. Last week, the World Bank hosted Mr. Kapil Sibal who spoke to a 120 strong crowd about “India and the World – Lessons Learnt and Contributions Towards the Global Knowledge Economy. “ During the lively discussion chaired by World Bank’s Tamar Manuelyan Atinc (Human Development Network Vice President) and moderated by Michal Rutkowski (South Asia Human Development Director. Mr. Sibal highlighted how India can contribute to the global knowledge economy.

Mr. Sibal, a well known Indian politician, is famous for his effort in enacting the Right of Children to Free and Compulsory Education (RTE) Act, which provides every child between 6-14 years free and compulsory education. With so many challenging issues to be solved for education in India, I was impressed with what Mr. Sibal has implemented so far as well as his grand vision for leading the country to achieve continued growth and prosperity.

“My brother and I quarrel sometimes. One time, he wanted to listen to Telugu songs and I wanted to listen to Hindi songs on our new FM radio. We both grabbed and pulled the radio and it broke. We ran to the terrace to hide. We were frightened that our father would scold us so we went to sleep without eating. My brother left early morning. I heard my mother telling father what had happened. His only response was, ‘It’s OK. We can buy a new one.’ I jumped out of bed happy.”


Saroja told me this story about when describing her life in English. She is an 11th grade student in an Andhra Pradesh Social Welfare Educational Residential Institutions Society (APSWREIS) School which serves talented and meritorious poor children belonging to scheduled castes, so they can benefit from quality education. The program, APSWREIS which has many dalit children, was established by the Social Welfare Department of the Government of Andhra Pradesh is supported by the World Bank for infrastructure improvement through the Andhra Pradesh District Poverty Initiatives Project and Rural Poverty Reduction Project.

Results-Based Projects: Insights from the Frontline (Part I)

Projects supported by results-based loans—of the breed of the current projects in education in Pakistan and counterparts in the Latin American and Caribbean region—are increasingly seen as a promising way for raising the effectiveness of Bank lending. In a seminar recently organized by the South Asia region, a proposal that such projects should be set as the default choice and quickly become the lion’s share in the region’s lending portfolio resonated widely with the participants.


While, in principle, linking loan disbursements to the achievement of results seems desirable, this step by itself may not be enough for project success. In this entry, and ones to follow, learning from the Pakistan results-based projects in education, I provide some insights on considerations that may increase the likelihood that such projects succeed. Some of these insights may also be relevant for other types of projects.

An Unconventional Tactic for the Fight Against Poverty

Earlier this summer, Pakistan defeated Sri Lanka to win the Twenty20 Cricket World Cup. Like any triumph in an international competition, there was a great sense of national pride, this time coming in a country with great need for such a unifying force. But, as Tunku Varadarajan wrote,  the victory was much more than just a boost to national morale:

“As Pakistan fights for its survival against the barbarian Taliban…its people find themselves possessed of a weapon with which to vanquish the forces of darkness. I speak here not of drones or tanks or helicopter gunships, but of the glorious game of cricket.”

This is a powerful concept: that cricket is a key weapon needed to defeat the “darkness” imposed by extremism in Pakistan. But why limit ourselves to discussing the power cricket possess to fight the Taliban? What about the effects all sports have to instill happiness, empowerment, and hope in people? Could using sports for development be an unconventional tactic for the fight against poverty?

Ingenious Engineers for India

With its massive talent-base, a unique ability to attract its best and brightest students to the engineering discipline, and the presence of some of the world’s leading companies, India has an enormous potential to modernize its economy through engineering education and technology.

However, I think the potential is not fully exploited. The majority of new engineers in India are superb at rote memorization useful to pass paper exams. Many students, however, are less skilled at solving real-life problems with creativity. Also they lack communication and team skills in order to succeed in a demanding international setting.

Pakistan Education Reform Programs: Ambitions and Innovations

These days, that title alone is probably enough to have most of you continue reading.

Pakistan's leap into international news headlines has mostly been a result of a series of unfortunate events. The global spotlight has also extended to Pakistan's education system, and the tone of that coverage has mirrored that of Pakistan’s other problems. A recent New York Times article described the growth of madrassas in southern Punjab, claiming that lack of access compelled citizens to turn to these schools as a last resort to educate their children.

Rather than contributing to this debate, I wanted to discuss education in Pakistan from a different angle by talking about the problem solvers. It seems like an appropriate time to write on these issues considering the recent World Bank approval of the Sindh and Punjab Education Sector Projects, two credits totaling over $650M to support the wide-scale education reform programs in these two major provinces.
