I agree... people in themselves can start to make changes in their lives... beginning with improving their lives with what is available... for example, if the place is good for agriculture like planting rice, coconuts, then the people (and their governments) should focus on this area... tapping the resources that are available is one way of improving the economic conditions of a society or community... once the conditions improved, more improvements can take place, i.e. like eating more nutritious food, affording health care, and education, etc... Governments must also help in terms of - - providing capital, irrigation/continuous supply of water to farms such as rice puddies, improved infrastructure, intervention in marketing of crops so that prices are regulated for the benefit of the farmers/fishermen, and not the the middle men.
