Sri Lanka has a fairly long history of participatory rural development. Most these PRD programmes have resulted in small groups and higher level collectives of the poor. About 99% of the members of these small groups and collectives are women. Yet, their activities are confined, in most instances, to provision of micro-finance. Does this mean that the degree of awareness creation/animation among the poor taking place is inadequate?
