Sounds like a great step forward as the more granular the data the better. However, the data collection effort requires decisions to be made at the local level by those who understand the local environment as every local issue will be fundamentally different to another. Moreover, the local environment cannot always be captured by data, but more by observation and intuition. The failure of the Iraq War until Colonel McMaster decided to ignore orders coming from Washington and develop a strategy relevant for each locality - in his case in Tal Afar - turned the situation around. McMaster's peers then copied him despite Washington thinking differently.
