The aim should be to integrate the poor to all aspects of social life. How?
Being able to participate in productive activities, immediately changes, not just your economic situation, but your dignity. A poverty net and programs of social benefits should exist, to avoid dehumanization if you want, but the public policies which could really have an impact on reducing poverty and all its consequences, is by having the necessary investment to create jobs and then the participation in all social aspects will take place. Public investment should be in the core of public policies to induce private investment and complement it. No job creation can exist without a minimum investment.
We continue trapped in a wrong path, as if there were other options besides job creation. Eternal social programs are an invitation to continue getting those benefits. It's jobs, and certainly investment, public investment to start with, instead of eternal political, shortsighted and biased social programs.
