Bangladesh's economy is currently subject to probably the harshest test of resilience it has faced in recent memory. In the past, growth continued to be resilient despite several external shocks that slowed exports, remittance, and investment. Bangladesh’s resilience to global shocks came from strong fundamentals at the onset of the crisis, competiveness of exports and migrant labor, relatively under-developed and insulated financial markets, and a pre-emptive policy posture. Bangladesh has a robust disaster management capacity to deal with natural disasters, undertake rescue operations, and conduct post-disaster relief and rehabilitation.
Public Sector and Governance
Like a Bollywood dance sequence, South Asia’s growth numbers tend to dazzle. It is the second-fastest-growing region in the world after East Asia. But behind the glamour lies a paradox. Despite robust economic growth, the total number of people living in poverty in South Asia has not fallen fast enough. Today, there are more poor people living under $1.25 a day in South Asia than in Sub-Saharan Africa.
Social indicators are lagging as well. South Asia has the highest rates of malnutrition in the world, with 250 million children undernourished. More than 30 million children still do not go to school. Gender discrimination remains a scar. Women’s labor-force participation in the region is among the world’s lowest, boys outnumber girls in school enrollment, and legal and judicial systems still do not address systemic gender violence.
India today is the fourth largest economy in the world. But for the country to sustain a growth rate of close to 6%, it remains vulnerable to the vicissitudes of global investors. It’s time to ponder: why it is not the other way round? How can India reach a position where we not only follow the rise and fall of global economic forces but also lead the way in sustaining the global economy? This is my dream.
Improving Ongoing Flagship Programs:
-The monitoring of all flagship projects should be improved right from the Gram Panchayat level to the state and central level.
-Models need to be developed for every flagship program, success factors studied, and implementation aligned with the specific needs of each state.
-All program implementation officers should be trained by those who have worked in successful programs. Pay should be linked with performance.
-Resource reallocation should depend on progress and work load.
-All unsuccessful programs should be analyzed to understand the main causes for failure and alternatives planned.
-Benchmark studies should be conducted to identify critical indicators for development in education, health and infrastructure and year on year progress checked.

The state of India’s school education does not paint a very pretty picture. No doubt a whopping 97% of all children between the ages of 6-14 years in rural India are enrolled in school. However, national school attendance averaged just about 70%, dipping below 60% for populous states like Uttar Pradesh, Bihar, Jharkhand and Madhya Pradesh. Performance was much worse. Amongst the standard 5 kids surveyed, over half could not read a standard 2 level text fluently and more than one-third could not do basic standard 2 level subtraction.
India’s problem is not so much about getting children into school anymore. We now face the far more complex issue of keeping them there and ensuring effective learning. Crumbling public infrastructure, poverty, corruption, lack of attractive compensation and training for primary school teachers and a lack of awareness among uneducated rural parents about their child’s progress at school are huge obstacles in the path to educational attainment.
South Asia is among the fastest growing regions in the world, but it is also home to the largest concentration of people living in conditions of debilitating poverty, human misery, gender disparities, and conflict. In my book, Reshaping Tomorrow, I ask if South Asia is Ready for the Big Leap.
The optimistic view is that India will achieve double-digit growth rates benefitting the rest of South Asia. The pessimistic view is that growth will be derailed by structural and transformational challenges. Which of these two outlooks will prevail?
The Optimistic Outlook
The optimistic outlook is based on favorable trends, including improved governance, the demographic dividend, the rise of the middle class, and the new faces of globalization.
All countries in the region have an elected government for the first time since independence leading to governance that is more focused on development. Improved governance will enhance the politics of democratic accountability; diminishing the importance of identity politics; and the rates of incumbency – the likelihood of a sitting politician being re-elected – are down.

Breaking Down Barriers: A New Dawn on Trade and Regional Cooperation in South Asia

Saleha Begum was determined. Over the last couple of years, a number of children in her village had tragically died, their families left behind shocked and shattered. Memories were all that remained of these young lives cut short, and Begum was now determined to do her bit to stop the untimely deaths and accidents caused by the proximity of a highway to a community school.
We had arrived at Baishakanda Union Parishad in Dhamrai just before the local community meeting started. (Union Parishads are the lowest tier of local government in Bangladesh.) Begum had already taken her place among men and women from her village. A number of women threw anxious looks toward her. That day, Begum was going to play a vital role in advancing their agenda.
I’ve just concluded a discussion on addressing youth unemployment around the world with experts at the Global Youth Conference currently happening and wanted to hear your thought as well as share some of my own on South Asia. Indeed, South Asia has grown rapidly and has created more and mostly better jobs. The region created 800,000 new jobs per month in the last ten years boosting economic growth and reducing poverty. Arrive in any South Asian metropolis and you’re often hit by the richness of activity throughout its busy streets.
The region’s coming demographic transition of more young people entering the work force is expected to contribute nearly 40 percent of the growth in the world’s working age (15—64) population over the next several decades. However, youth in South Asia still face many challenges during their transition to adulthood including malnutrition, gender inequality and lack of access to quality education. More working age people with less children and elderly dependants to support will either become an asset for the region to continue growing or a curse depending on the enabling environment for the creation of productive jobs.

I admit when I started the whole idea of setting up a course on resettlement at a local Bangladeshi university I thought it was going to be a long shot in the dark. I had a gigantic portfolio to look after in terms of safeguards support, and that left little time to do anything else. I also it would be difficult to show results quickly and make a convincing argument that this was worth the effort. But stubbornness at times is a key ingredient to achievement, i.e. persistence and resilience.
The course (now known as MLARR – Management of Land Acquisition, Resettlement and Rehabilitation) started out as an effort to train of a cadre of professionals to better manage the social risks associated with land acquisition and resettlement in Bangladesh. Given the population density and land scarcity, resettlement in Bangladesh continues to be a huge challenge for its development, as virtually all infrastructure requires moving people. Supported by AusAID and DFID, The first course was designed and delivered in 2009. That was the beginning, and what I’d like to focus is how far we’ve come from that first shot in the dark:
